Annotation: THE STRATEGY OF POLITICAL TERRORISTS AND THE VULNERABILITY OF INDUSTRALIZED SOCIETIES TO THAT STRATEGY ARE DISCUSSED; SUGGESTIONS FOR FEDERAL ACTION AGAINST TERRORISM ARE PRESENTED.
Abstract: THE MOST DANGEROUS ASPECT OF TERRORIST STRATEGY IS THE DISRUPTION OF NORMAL SOCIOECONOMIC AND POLITICAL FUNCTIONING IN A SOCIETY. THIS CAN BE THE RESULT OF SABOTAGING PUBLIC FACILITIES AND ASSASSINATING LAW ENFORCEMENT PERSONNEL AND PUBLIC OFFICIALS. TERRORIST USE OF SOPHISTICATED WEAPONS, INCLUDING NUCLEAR ARMS, POSES A SERIOUS THREAT SINCE SUCH WEAPONS CAN INFLICT WIDESPREAD DEATH AND INJURY IN THE HANDS OF A FEW. FOUR BROAD AREAS IN WHICH THE FEDERAL GOVERNMENT CAN ACT TO COUNTER THE THREAT OF POLITICAL AND CRIMINAL TERRORISM ARE (1) ESTABLISHMENT OF A CENTRAL INFORMATION BUREAU WHICH WOULD GATHER INFORMATION ABOUT TERRORIST GROUPS AND ACTIVITIES ABROAD AND AT HOME AND MAKE THE INFORMATION AVAILABLE TO STATE AND LOCAL LAW ENFORCEMENT AGENCIES; (2) EDUCATION OF STATE AND LOCAL POLICE FORCES IN THE NATURE OF TERRORISM; (3) ESTABLISHMENT OF AN INDEPENDENT AGENCY RESPONSIBLE FOR THE SECURITY OF ALL NUCLEAR MATERIALS IN MINING AREAS, MANUFACTURING AND POWER FACILITIES, TRANSPORTATION SYSTEMS, AND FINISHED PRODUCTS; AND (4) INSTRUCTION OF THE MILITARY IN THE TERRORISM PROBLEM.
