Abstract: 'AGITATION,' VIEWED AS THE PRELUDE TO REVOLUTION, SERVES TWO PURPOSES: (1) INFLICTION OF PAIN, NOT NECESSARILY PHYSICAL, UPON THE OPPRESSOR; AND (2) A PUBLIC MODEL FOR THOSE DISPOSED TO AGITATION THROUGHOUT THE COUNTRY. POLITICAL ASSASSINATION IS ONE FORM OF AGITATION; POLICE OFFICERS ARE THE PRIMARY TARGETS SINCE THEY REPRESENT THE FRONT LINE FOR THOSE IN POWER. STEP-BY-STEP PREPARATION FOR THE ASSASSINATION OF A POLICE OFFICER IS DESCRIBED. BOMBING OF PUBLICE FACILITIES IS A SECOND FORM OF AGITATION THAT INFLICTS MATERIAL DAMAGE AND CREATES FEAR IN THE POPULACE. KIDNAPPING, PARTICULARLY OF FOREIGN DIPLOMATS IN THE UNITED STATES, IS A THIRD FORM USABLE FOR MANIPULATING VARIOUS LEVELS OF GOVERNMENT TO MEET CERTAIN DEMANDS, NOTABLY THE RELEASE OF IMPRISONED 'POLITICAL' OFFENDERS. THE EFFECTIVENESS OF KIDNAPPING AS A STRATEGY IS NOTED TO DEPEND UPON THE WILLINGNESS TO KILL THE HOSTAGE IF DEMANDS ARE NOT MET. THE MANUAL ADVISES THAT URBAN GUERRILLA WORK SHOULD BE DONE IN A PROFESSIONAL MANNER, WITHOUT ANGER OR COMPASSION, SINCE THE WORK IS NECESSARY FOR THE ACHIEVEMENT OF FREEDOM FOR AMERICA'S OPPRESSED.
