Annotation: THIS ESSAY EXAMINES ELEMENTS OF COMPREHENSIVE PLANNING, PROBLEMS ENCOUNTERED, AND STUDIES HOW COMPREHENSIVE PLANNING CAN HELP TO IMPROVE THE JUVENILE JUSTICE SYSTEM.
Abstract: IT CONSIDERS WHAT IS MEANT BY COMPREHENSIVE PLANNING AND LISTS ELEMENTS WHICH MUST BE INCLUDED IN SUCH A PROCESS. AMONG THE PLANNING PROBLEMS DISCUSSED ARE FRAGMENTATION, DEALING WITH THE UNFAMILIAR, INADEQUATE PLANNING, FAILURE TO LEARN FROM PAST PROGRAM FAULTS, AND A RESULT ALLOWING FEWER SERVICES DELIVERED THAN BEFORE A PROGRAM WAS BEGUN. JUVENILE JUSTICE SYSTEM COMPREHENSIVE PLANNING MUST TOUCH ON NOT ONLY LAW ENFORCEMENT, PROSECUTION AND DEFENSE, COURTS, PROBATION, CORRECTIONS AND AFTERCARE, BUT ALSO NONLEGAL AGENCIES THAT HAVE CONTACT WITH SIGNIFICANT NUMBERS OF JUVENILES. THE ESSAY NOTES THAT COMPREHENSIVE PLANNING DOES NOT NECESSARILY MEAN A STATEWIDE PLANNING PROGRAM, BUT THAT LOCAL AND REGIONAL AREAS SHOULD HANDLE PROBLEMS APPROPRIATE TO THEM. OTHER ELEMENTS NECESSARY FOR COMPREHENSIVE PLANNING INCLUDE RESOURCE ASSESSMENT, NEED ASSESSMENT, NEED PROJECTION, AGENCY INVOLVEMENT, CITIZEN INVOLVEMENT, CONSIDERATION OF SYSTEM MODELS, AND EVALUATION. DISCUSSION QUESTIONS AND EXTENSIVE NOTES ARE INCLUDED. (RFC)
