Annotation: THIS MANUAL DESCRIBES THE PROGRAM AND RESOURCES FOR JAIL INMATE PREEMPLOYMENT TRAINING PROGRAM FOR IMPROVING WORK-RELATED SOCIAL AND MONEY-MANAGEMENT SKILLS AND TO REDUCE ALCOHOL AND DRUG ABUSE.
Abstract: THE MANUAL COVERS SIX SUBJECT AREAS: (1) STRUCTURING A COORDINATED COMMUNITY OFFENDER EMPLOYMENT PROGRAM (CCOEP); (2) CLIENT PROCESSING, INCLUDING INTAKE, TESTING, JOB COUNSELING, PREEMPLOYMENT TRAINING, JOB PLACEMENT, SUPPORTIVE SERVICES, AND FOLLOWUP; (3) RECRUITING, TRAINING, RETENTION, AND LIABILITY OF VOLUNTEERS; (4) THE JOB DEVELOPMENT PROCESS; (5) RECORDKEEPING AND PROGRAM EVALUATION; AND (6) SPECIAL ISSUES SUCH AS EX-OFFENDER EMPLOYMENT RESTRICTIONS, VETERANS' BENEFITS, UPGRADING MILITARY DISCHARGES, THE FEDERAL BONDING PROGRAM, TARGETED JOBS, AND WHIP INFLATION NOW TAX CREDITS. THE MANUAL IS PART OF A CURRICULUM DEVELOPED AS PART OF A DEMONSTRATION PROGRAM IMPLEMENTED IN FOUR LOCAL JAILS BY THE AMERICAN CORRECTIONAL ASSOCIATION IN 1979. THE PROGRAM, TITLED CCOEP, WAS FUNDED BY A LEAA GRANT. PROGRAM GOAL IS TO INCREASE INMATES' EMPLOYABILITY AND EMPLOYMENT OPPORTUNITIES BY TEACHING CONSUMER AND LIFE SKILLS NEEDED TO COPE IN CONTEMPORARY SOCIETY AS WELL AS SKILLS RELATED TO LOCATING AND ACQUIRING EMPLOYMENT. ALTHOUGH DESIGNED SPECIFICALLY FOR ADULT INMATES IN CITY AND COUNTY JAILS, THE PROGRAM CAN BE ADAPTED TO JUVENILES AND TO OTHER TYPES OF INSTITUTIONS. FORMS USED, REFERENCE LISTS FOR EACH CHAPTER, AND APPENDIXES PRESENTING THE MONTGOMERY COUNTY, MD., PRERELEASE AGREEMENT FORM AND A JOB READINESS TEST, ARE INCLUDED.
