Annotation: POLICE COMMAND AND CONTROL ACTIVITIES RELATED TO THE 911 EMERGENCY SYSTEM, VEHICLE DISPATCHING MONITORING, DIGITAL COMMUNICATION, MANAGEMENT INFORMATION SYSTEMS, AND REGIONAL COMMUNICATION ARE DISCUSSED.
Abstract: THE FOCUS IN POLICE COMMAND, CONTROL, AND COMMUNICATIONS (PCC) IS ON COMMAND AND CONTROL, SINCE COMMUNICATIONS IS ACTUALLY A TOOL RATHER THAN AN ACTIVITY OR OBJECTIVE; IT IS CONSIDERED BECAUSE OF ITS IMPACT ON COMMAND AND CONTROL IS ADDRESSED, AS WELL AS COMPUTER TECHNOLOGY, THE PERFORMANCE OF COMMAND AND CONTROL FUNCTIONS (NEEDS IDENTIFICATION, STATUS MONITORING STATUS RESPONSE/ADJUSTMENT, AND RESOURCE MANAGEMENT), AND EVALUATION MEASURES (INPUT, PROCESS, OUTCOME, AND SYSTEMIC TECHNIQUES). OBJECTIVES OF PCCC ACTIVITIES ARE STATED IN DETAIL FOR THE 911 EMERGENCY SYSTEM, COMPUTER-AIDED DISPATCHING, AUTOMATIC VEHICLE MONITORING, MOBILE DIGITAL COMMUNICATIONS, MANAGEMENT INFORMATION SYSTEMS, AND REGIONAL COMMUNICATION SYSTEMS. RECOMMENDATIONS FOR PROACTIVE AND FLEXIBLE PCCC FUNCTIONS AND FOR MORE ADEQUATE EVALUATION OF THESE FUNCTIONS ARE OFFERED. IT IS NOTED FROM THE FEW AVAILABLE PCCC EVALUATIONS THAT ACTUAL PERFORMANCE HAS FALLEN BELOW INITIAL EXPECTATIONS. MEANINGFUL EVALUATIONS ARE SAID TO BE NEEDED SO THAT INITIAL OBJECTIVES CAN BE MODIFIED TO EMPHASIZE OBJECTIVES OF GREATER COST EFFECTIVENESS. A COMMON STUDY FRAMEWORK IS ALSO RECOMMENDED.
