Annotation: THE ANNUAL REPORT OF THE DR. HENRI VAN DER HOEVEN CLINIC IN UTRECHT DESCRIBES THE INSTITUTION'S ORGANIZATION, FUNCTION, TREATMENT ACTIVITIES, AND BUDGET.
Abstract: OFFENDERS ARE INVOLUNTARILY COMMITTED TO THE INSTITUTION WHEN THE JUDGE CONSIDERS THEIR BEHAVIOR DANGEROUS TO THE PUBLIC. THE GOAL OF TREATMENT IS MODIFICATION OF PATIENTS' BEHAVIOR. THE INSTITUTIONAL POPULATION INCLUDES ABOUT 70 PATIENTS. MANY OF THE PATIENTS' EXPENSES ARE COVERED BY NATIONAL DISABILITY INSURANCE OR BY INSURANCE FOR SPECIAL HEALTH EXPENSES. IN THE COURSE OF THE YEAR, THE INSTITUTION HAS HAD OVER 1,150 OBSERVERS AND VISITORS. WORK CONTINUES ON OBSERVER-INVOLVED TREATMENT STUDIES, THE PATIENT FOLLOW-UP STUDY OF THE CENTER FOR SOCIAL RESEARCH AND DOCUMENTATION, AND ON MEANS OF INTRODUCING THE GOAL-ATTAINMENT SCALING SYSTEM. TREATMENT OVER THE YEAR HAS FOCUSED ON THE PATIENTS AND THEIR RELATIONSHIP NETWORK. IN KEEPING WITH THIS FOCUS, TREATMENT METHODS USED ARE MULTIPLE FAMILY COUNSELING GROUPS, CONTACT FAMILIES OR CLUBS WHICH FORM A BRIDGE TO THE COMMUNITY, AND GROUP LIVING SITUATIONS. INDIVIDUALIZED TREATMENT PROGRAMS EMPHASIZE DEVELOPMENT OF PERSONAL SKILLS AND WORK TRAINING. MODIFICATIONS HAVE BEEN MADE IN THE INTENSIVE CARE UNIT AND IN THE SYSTEM OF FORMING WEEKLY GOAL GROUPS TO IMPROVE EFFICIENCY. IN THE COURSE OF THE YEAR, 10 PATIENTS HAVE BEEN RETURNED TO THE SELECTION INSTITUTE AS UNSUITABLE FOR A VARIETY OF REASONS. A SUMMARY OF THE BUDGET FOR THE FISCAL YEAR SHOWS THAT PERSONNEL COSTS HAVE INCREASED SEVEN AND ONE HALF PERCENT OVER 1976, AND THAT MATERIAL COSTS HAVE INCREASED FOUR PERCENT OVER 1976. INCREASES ARE ALSO NOTED IN THE COSTS OF FOOD, MAINTENANCE AND ENERGY, AND MEDICAL CARE, AS WELL IN OTHER GENERAL EXPENSES. EXTENSIVE APPENDIXES SHOW PATIENT INTAKE AND TREATMENT STATISTICS, MEDICATIONS USED, UNAUTHORIZED ABSENCES, THE YEARLY REPORT OF THE ACTIVITY BOARD, TRAINING STATISTICS, PERSONNEL AND WORK STATISTICS, AND THE BREAKDOWN OF BUDGET ITEMS.
