Annotation: A COMPREHENSIVE STATEWIDE JUDICIAL FACILITIES MASTER PLAN FOR IMPROVEMENT OF THE QUALITY OF COURT AND COURT/RELATED FACILITIES IN THE 101 STATE COUNTIES IN ILLINOIS, ALONG WITH COST ESTIMATES AND IMPLEMENTATION PLANS, IS PRESENTED.
Abstract: THIS REPORT SUMMARIZES THE FOUR VOLUMES OF PHASE TWO OF THE ILLINOIS STATEWIDE JUDICIAL FACILITIES PROJECT REPORT AND IS INTENDED FOR USE IN CONJUNCTION WITH THE SIX-VOLUME PHASE ONE REPORT AND ITS SUMMARY. IT WAS PREPARED BY A PRIVATE MANAGEMENT CONSULTANTS' FIRM WHICH EXECUTED THE PROJECT, FUNDED THROUGH A GRANT OF THE ILLINOIS LAW ENFORCEMENT COMMISSION, WITH MATCHING FUNDS PROVIDED BY THE STATE OF ILLINOIS. JUDGES' WORKLOAD DATA WERE EVALUATED TO DETERMINE THE NUMBER OF COURTROOMS NEEDED FOR JUDGES TO FUNCTION EFFICIENTLY WITHIN EACH COUNTY. EACH OF THE SIX SECTIONS CONTAINS AN INTRODUCTION, METHODOLOGY, EXPLANATORY STATEMENTS, SUMMARY CHARTS, AND MAPS WHERE APPLICABLE. TOPICS DISCUSSED ARE THE APPLICATION OF FACILITY STANDARDS AND DESIGN GUIDELINES (INCLUDING COMBINED FACILITY STANDARDS WITH INCREASE IN NUMBER OF COURTROOMS, SPATIAL RELATIONSHIPS, CIRCULATION AND ACCESSIBILITY DIAGRAMS); AND THE PROCESS BY WHICH THE PROJECTED NUMBER OF COURTROOMS FOR EACH COUNTY WAS ESTABLISHED (E.G., PERSONNEL AND FACILITY PROJECTIONS, WITH SPECIAL CONSIDERATION OF JUDGES' WORKLOAD DATA AND ESTIMATES. ALSO DISCUSSED ARE THE PROCESS BY WHICH COMPREHENSIVE SHORT-, INTERMEDIATE-, AND LONG-TERM RECOMMENDATIONS FOR EACH COUNTY WERE DEVELOPED, AND THE DETAILED STATEWIDE SUMMARY, BY THE USE OF SYMBOLS, OF THESE RECOMMENDATIONS; PRELIMINARY COST ESTIMATES (IN TERMS OF 1977 CONSTRUCTION COSTS, AND INCLUDING COSTS OF DEMOLITION AND REMOVAL OF EXISTING STRUCTURES WHEREVER APPLICABLE); AND A PRIORITY EVALUATION OF RECOMMENDATIONS FOR THE STATEWIDE MASTER PLAN; IMPLEMENTATION PLAN AND PROCESS.
