Annotation: METHODS FOR WORKING CONCEPTS FOR POLICE STRATEGIES, TACTICS, AND TECHNIQUES ARE OUTLINED.
Abstract: CONCEPTS ARE THE BASIS FOR EFFECTIVE PLANNING, ESPECIALLY FOR CRIME PREVENTION AND DEFENSE AGAINST OTHER DANGERS. PROCEDURES FOR WORKING OUT CONCEPTIONS AND GUIDELINES INCLUDE INFORMATION GATHERING, ANALYSIS, SYNTHESIS, CHECKING FOR CONTRADICTIONS, AND ALTERNATIVE AND PROGNOSIS DEVELOPMENT. ALTHOUGH MANY ADVOCATE POLICE DEVELOPMENT OF THE TYPE OF MILITARY STRATEGY CHARACTERISTIC OF MODERN STATES, THE POLICE ARE MORE LIMITED THAN THE MILITARY IN THEIR RESOURCES, GOALS, AND METHODS. THE LEGISLATURE DETERMINES POLICE RESPONSIBILITIES, MEANS, AND POWERS, SO THAT POLITICAL CONSIDERATIONS OF THE GOVERNMENT DETERMINE POLICE OPERATIONAL PARAMETERS. THE STATE-OF-THE-ART AND TECHNICAL ADVANCES IN SCIENCES RELATE TO POLICE WORK INFLUENCE STRATEGY DEVELOPMENT. OVERALL STRATEGIES MUST BE GENERAL ENOUGH TO PROTECT THE INTERESTS OF THE PUBLIC, THE GOVERNMENT, CRIMINALS AND VICTIMS, POLICE OFFICERS, AND EVEN NEIGHBORING COUNTRIES. THE STRATEGIES OF OPPONENTS SUCH AS URBAN GUERILLAS MUST BE CONSIDERED IN STRATEGY DECISIONS. TACTICS INVOLVE OPTIMAL USE OF TROOPS AND MATERIAL RESOURCES. AN EXCESS OF TACTICAL GUIDELINES MUST BE AVOIDED, AS IT RENDERS DECISIONMAKING DIFFICULT. TACTICS SHOULD GRANT AS MUCH FREEDOM AS POSSIBLE, WHILE BEING FORCEFUL AND PRACTICAL. TECHNICAL CONCEPTS SHOULD OPTIMIZE POLICE MEASURES WHILE INDICATING TECHNICAL LIMITATIONS OF TACTICS. TACTICAL CONCEPT DEVELOPMENT REQUIRES ASSESSMENT OF NEEDS AND ANALYSIS OF POSSIBILITIES WITH THE HELP OF POLICE DISCUSSION, CONCEPT TESTS, AND EXPERT ADVICE. POSSIBLE GOALS OF STRATEGIC, TACTICAL, AND TECHNICAL CONCEPTS ARE ACHIEVEMENT OF GREATER INTERNAL SECURITY THROUGH CLOSER WORK WITH CITIZENS, ESTABLISHMENT OF AN OVERALL CRIME PREVENTION STRATEGY, PROTECTION OF PERSONS-AT-RISK, CONTROL OF TRAFFIC FATALITIES, AND DEVELOPMENT OF EQUIPMENT AND WORK PROCEDURES FOR CENTRAL OFFICES. --IN GERMAN.
