Annotation: THIS CONFERENCE ON PRISON OVERCROWDING FOCUSED ON THE FISCAL IMPLICATIONS OF PRISON POPULATION TRENDS IN SIX LEAA REGION V STATES--ILLINOIS, INDIANA, MICHIGAN, MINNESOTA, OHIO, AND WISCONSIN.
Abstract: CORRECTIONS AND LAW ENFORCEMENT OFFICIALS FROM EACH OF THE SIX STATES PARTICIPATED IN THE CONFERENCE AS DID REPRESENTATIVES OF SOUTH CAROLINA AND IOWA AND OFFICIALS FROM LEAA. THE NATIONAL CLEARINGHOUSE FOR CRIMINAL JUSTICE PLANNING AND ARCHITECTURE PREPARED A WORKBOOK FOR THE CONFERENCE, AND ITS REPRESENTATIVE GAVE AN OVERVIEW OF THE CONTENTS OF THE WORKBOOK TO CONFERENCE PARTICIPANTS. THREE OFFICIALS REPRESENTING A STATE PLANNING AGENCY, A DEPARTMENT OF CORRECTIONS, AND A LEGISLATIVE BODY DISCUSSED THE WORKBOOK, WHICH DESCRIBES NATIONAL TRENDS OF OVERCROWDING, PERTINENT COURT DECISIONS AFFECTING THE INCARCERATION OF OFFENDERS, AND TOTAL SYSTEMS PLANNING. IN ADDITION, THE WORKBOOK DISCUSSES POPULATION PROJECTION METHODOLOGY, PRESENTS COMPARATIVE DATA IN THE SIX REGION V STATES, AND PROVIDES PROFILES OF EACH STATE DISPLAYING THE DATA COLLECTED. CONFERENCE PARTICIPANTS HEARD DISCUSSIONS ON THE CONDITIONS FOR REGION V REGARDING PRISON OVERCROWDING, THE COMMONALITIES AMONG THE SIX STATES WITH REGARD TO EXISTING ALTERNATIVES, THE METHODOLOGY EMPLOYED IN THE DEVELOPMENT OF THE WORKBOOK, AND GENERAL ISSUES CONCERNING THE FUTURE OF CORRECTIONS. A FEW TABLES AND A LIST OF CONFERENCE PARTICIPANTS ARE INCLUDED.
