Annotation: AUDIT INFORMATION FOR ILLINOIS' JOLIET PENITENTIARY COVERS EXPENDITURES, PROPERTY AND EQUIPMENT, PRISON INDUSTRIES, AND INCOME AND FUND ADMINSTRATION FOR THE 1971-1972 PERIOD.
Abstract: THE ILLINOIS GENERAL ASSEMBLY APPROPRIATED $12,137,800 FROM THE STATE'S GENERAL REVENUE FUND TO THE JOLIET PENITENTIARY FOR THE YEAR ENDING JUNE 30, 1972. EXPENDITURES WERE MADE FOR CONTRACTUAL SERVICES, TELECOMMUNICATIONS, TRAVEL, PRINTING, COMMODITIES, EQUIPMENT, AND THE OPERATION OF AUTOMOTIVE EQUIPMENT. APPROPRIATIONS WERE ALSO LEGISLATED FOR PERSONAL SERVICES, INMATE COMPENSATION, RETIREMENT, SOCIAL SECURITY, TRAVEL AND ALLOWANCE FOR PAROLED AND DISCHARGED PRISONERS, AND REPAIRS AND MAINTENANCE. PROPERTY AND EQUIPMENT ASSETS OF THE PENITENTIARY INCLUDED LAND, STRUCTURES, IMPROVEMENTS TO EXISTING STRUCTURES AND SITES, TUNNELS AND OUTSIDE SERVICE FACILITIES, CONSTRUCTION WORK IN PROGRESS, MACHINERY AND EQUIPMENT, HOUSEHOLD EQUIPMENT, OFFICE FURNITURE AND EQUIPMENT, PASSENGER AUTOMOBILES AND OTHER MOTOR VEHICLES, SCIENTIFIC INSTRUMENTS AND APPARATUS, LIVESTOCK, LIBRARY BOOKS AND MAPS, AND OTHER EQUIPMENT. PRISON INDUSTRIES PRODUCED THE FOLLOWING ITEMS FOR SALE TO ILLINOIS STATE AGENCIES AND POLITICAL SUBDIVISIONS: FURNITURE; SHEET METAL; SOAP; GARMENTS; BINDERY SERVICES; TEXTILES; AND SHOES. THE NET INCOME LOSS FROM THESE INDUSTRIES WAS APPROXIMATELY $1.1 MILLION AS OF JUNE 30, 1972. FUNDS ADMINISTERED BY THE PRISON WARDEN INCLUDED AN INMATE TRUST FUND, AN INMATE BENEFIT FUND, AN INMATE COMMISSARY FUND, AND AN OFFICER FUND. ACCOUNTANT COMMENTS AND RECOMMENDATIONS ACCEPTED OR REJECTED BY THE LEGISLATIVE AUDIT COMMISSION ARE NOTED. SUPPORTING DATA ARE PROVIDED. (DEP)
