Annotation: A TASK FORCE REPORT RECOMMENDING REORGANIZATION OF LEAA, BASED ON A COMPREHENSIVE REVIEW UNDERTAKEN IN 1977 AT THE REQUEST OF THE U.S. ATTORNEY GENERAL, IS PRESENTED.
Abstract: IT ANALYZES THE REASONS FOR A FEDERAL ROLE IN CRIME CONTROL AND CRIMINAL JUSTICE SYSTEM IMPROVEMENT; IDENTIFIES MAJOR PROBLEMS THAT HAVE DEVELOPED IN IMPLEMENTING. THAT ROLE; AND DETAILS THE DELIBERATIONS AND RECOMMENDATIONS OF THE TASK FORCE. THE RECOMMENDED RESTRUCTURING OF THE LEAA IS DESIGNED TO ACCOMPLISH THE FOLLOWING: (1) REFOCUSING OF THE NATIONAL RESEARCH AND DEVELOPMENT ROLE INTO A COHERENT STRATEGY OF RESEARCH AND PROGRAM DEVELOPMENT, TESTING, DEMONSTRATION, AND EVALUATION; AND (2) REPLACEMENT OF BLOCK GRANTS WITH A SIMPLER PROGRAM IN WHICH STATE AND LOCAL GOVERNMENTS MAY USE FEDERAL DIRECT ASSISTANCE FUNDS TO BUY INTO IMPLEMENTATION OF NATIONAL PROGRAM MODELS. THE RESTRUCTURING WOULD MEAN THAT EIGHT NATIONAL DISCRETIONARY AND CATEGORIAL PROGRAMS WITHIN LEAA WOULD BE REPLACED WITH ONE PROGRAM, AND THREE BLOCK GRANT PROGRAMS WOULD BE REPLACED WITH A DIRECT ASSISTANCE PROGRAM. THE TASK FORCE REPORT WAS DISTRIBUTED FOR COMMENT TO MEMBERS OF CONGRESS, GOVERNORS, JUDGES, STATE ATTORNEYS GENERAL, MAYORS, PROSECUTORS, AND OTHERS CONCERNED WITH CRIMINAL JUSTICE. FOOTNOTES ARE INCLUDED.
