Annotation: A 10-YEAR PLAN FOR IMPLEMENTING A COMMUNITY-BASED CORRECTIONS PROGRAM IN INDIANA, SUBMITTED IN 1973 TO THE STATE DEPARTMENT OF CORRECTION BY AN OUTSIDE CONSULTING FIRM, IS PRESENTED.
Abstract: THE PLAN ENVISIONS A COMPREHENSIVE PROGRAM OF ALTERNATIVES TO TRADITIONAL INSTITUTIONALIZATION FOR ADJUDICATED OFFENDERS, INCLUDING WORK-RELEASE, PRERELEASE COUNSELING, INTENSIVE SUPERVISION FOR PAROLE VIOLATORS, RESIDENTIAL TREATMENT INNOVATIONS, AND DRUG AND ALCOHOLISM THERAPY. THE PROGRAM WOULD PROCESS AN ESTIMATED 33,000 PERSONS IN 10 YEARS, AT A COST OF $103 MILLION IN OPERATING EXPENSES AND $16 MILLION IN CAPITAL EXPENDITURES. THE PLAN IS PRESENTED IN FIVE SECTIONS: (1) AN OVERVIEW OF THE CONCEPTS AND HISTORY OF COMMUNITY-BASED CORRECTIONS; (2) DETAILED PROPOSALS FOR EACH PROGRAM COMPONENT, COVERING OBJECTIVES, SCOPE, JUSTIFICATION, URGENCY, GOALS, IMPLEMENTATION APROACH AND STEPS, AND FUNDING SOURCES; (3) ORGANIZATIONAL STRUCTURE FOR IMPLEMENTING AND OPERATING THE PROGRAM; (4) DETAILED BUDGET PROJECTIONS; AND (5) PROJECTIONS OF CLIENT POPULATIONS FOR COMMUNITY-BASED FACILITIES THROUGH 1985. THE REPORT ALSO EXPLAINS PROJECTION METHODOLOGY AND DISCUSSES POSSIBLE EFFECTS OF COMMUNITY-BASED CORRECTIONS ON OTHER ASPECTS OF CORRECTIONS IN INDIANA. TABLES, GRAPHS, AND SUPPORTING TABULAR DATA ARE INCLUDED.
