Annotation: VOLUME I OF THE SEATTLE POLICE DEPARTMENT MANUAL COVERS CONSTITUTIONAL AUTHORITY FOR POLICE, DEPARTMENT ORGANIZATION, COMPLAINT AND DISCIPLINARY PROCEDURES, RULES OF CONDUCT, MANAGEMENT, AND EQUIPMENT USE.
Abstract: THE SEATTLE LAW ENFORCEMENT CODE OF ETHICS AND THE OATH OF OFFICE FOR A POLICE OFFICER BEGIN THE MANUAL; POWERS OF THE MAYOR AND CHIEF OF POLICE ARE ALSO CITED. THE CHAIN OF COMMAND, POWERS OF POLICE CADETS, POLICE RESERVES, AND SPECIAL POLICE COMMISSIONS ARE ALSO DISCUSSED. DIVISIONS OF THE DEPARTMENT INCLUDE: CHIEF OF POLICE (POLICE LEGAL ADVISOR); ADMINISTRATIVE SERVICES (PERSONNEL AND TRAINING DIVISIONS); INVESTIGATIONS (JUVENILE AND CRIMINAL INVESTIGATIONS DIVISIONS); OPERATIONS (PATROL AND TRAFFIC DIVISIONS); AND TECHNICAL SERVICES (LABORATORY AND JAIL DIVISIONS), PERSONNEL REGULATIONS ARE DISCUSSED FOR WORK EVALUATION AND ASSIGNMENT, ABSENCE AND SICKNESS, INJURY WHILE ON DUTY, FURLOUGH, AND JOB TERMINATION. A POLICE OFFICER IS SWORN TO HIS RESPONSIBILITIES AND MUST ABIDE BY ALL CITY AND POLICE DEPARTMENT ORDINANCES OR REGULATIONS, MUST OBEY ALL ORDERS FROM SUPERIORS, AND MAY NOT MAKE OR POST STATEMENTS THAT ADVERSELY AFFECT THE DISCIPLINE AND EFFECTIVENESS OF THE DEPARTMENT. RULES GOVERNING WHEN AN OFFICER WOULD BE ARMED, ACCEPTANCE OF GIFTS, USE OF DRUGS OR ALCOHOL, POLICE POLITICAL ACTIVITY, CONDUCT REGARDING COURT CASES, COMPLAINTS, AND INVESTIGATIONS OF MISCONDUCT BY POLICEMEN, ARE ALSO DISCUSSED.
