OTHER DECREES PROVIDE FOR INTEGRATION OF POLICE FORCES, FIRE DEPARTMENTS, AND JAILS; ADMINISTRATIVE ARRANGEMENTS AND SALARY AND RANK STRUCTURE FOR THE INTEGRATED FORCES; AND A FIRE CODE EMPHASIZING FIRE PREVENTION AND FIRE SAFETY.
