Annotation: THIS LAW ENFORCEMENT HANDBOOK PROVIDES BRIEF, INFORMAL REVIEWS OF SOME MAIN CONCERNS IN POLICE WORK. IT IS DESIGNED FOR COURSES AT COMMUNITY COLLEGES, SCHOOLS OF CRIMINAL JUSTICE, AND POLICE ACADEMIES OR ON-THE-JOB USE.
Abstract: ITS MAJOR TENET IS TO TREAT THE POLICE OFFICER AS A THINKING HUMAN BEING AFFECTED BY THE MANY CONTROVERSIES SURROUNDING THE POLICE FUNCTION. TECHNICAL AREAS, SUCH AS BALLISTICS, FINGERPRINT ANALYSIS, AND INTERROGATION TECHNIQUES, ARE NOT HANDLED. INSTEAD, THE TEXT COVERS THE BROAD CATEGORIES OF THE CRIMINAL JUSTICE SYSTEM AND THE POLICE OFFICER'S ROLE, THE POLICE CAREER, CRIMINOLOGY AND PENOLOGY, AND JUVENILE DELINQUENCY. IT ALSO DEALS WITH VARIOUS ASPECTS PERTINENT TO MOST POLICE OFFICER'S JOBS, INCLUDING PATROL, STOP AND FRISK, AND ARREST; SEARCH AND SEIZURE; VICE AND ORGANIZED CRIME; PRESERVING ORDER AND KEEPING THE PEACE; TRAFFIC; AND DEMONSTRATIONS, PICKETING, AND RIOTS. AMONG THE SPECIFIC TOPICS DISCUSSED ARE RESPONSIBILITIES OF THE VARIOUS LAW ENFORCEMENT SYSTEM COMPONENTS, THE DIFFERENT TYPES OF POLICE FORCES, THE USE OF THE PLEA BARGAINING, AND POLICE DISCRETION. A SURVEY OF THE POLICE CAREER TOUCHES ON POLICE DEPARTMENT ORGANIZATION, QUALIFICATIONS AND RECRUITMENT OF PERSONNEL, WORKING CONDITIONS AND COMPENSATION, AND POLICE DISCIPLINE. PROBLEMS IN MEASURING CRIME AND ITS EFFECTS ARE REVIEWED IN THE CRIMINOLOGY AND PENOLOGY SECTION, AND THE CAUSES AND CONTROL OF CRIME, COURT SENTENCING, AND PROBATION ARE DISCUSSED. WARRANTS, WARRANT REQUIREMENTS AND EXCEPTIONS, ENTRAPMENT, AND TREATMENT OF ARRESTED PERSONS ARE SUBJECTS DEALT WITH, AS ARE SPECIAL DIFFICULTIES IN INVESTIGATING AND ARRESTING FOR VICTIMLESS CRIMES, GAMBLING, NARCOTICS AND LIQUOR OFFENSES, GAMBLING, PROSTITUTION, AND OBSCENITY OFFENSES. THE SECTION ON JUVENILE DELINQUENCY TAKES A LOOK AT THE JUVENILE'S STATUS UNDER THE LAW, THE WORKINGS OF JUVENILE COURT, POLICE RESPONSIBILITY REGARDING NEGLECTED AND DEPENDENT CHILDREN, AND RELATED TOPICS. EACH CHAPTER CONTAINS DISCUSSION AND REVIEW QUESTIONS AS WELL AS SOURCES AND A BIBLIOGRAPHY. DRAWINGS, FOOTNOTES, AND AN INDEX ARE PROVIDED. (PRG)
