Annotation: RECOMMENDATIONS FOR POLICE PLANNING IN WEST GERMANY ARE PRESENTED.
Abstract: ORGANIZATION AND RESOURCE PLANNING SHOULD CONSIDER SUCH FACTORS AS AVAILABLE BUILDING SPACE, CRIME GEOGRAPHY, AND PERSONNEL NEEDS ACCORDING TO INVESTIGATIVE UNITS REQUIRED PER CRIME RATHER THAN TIME UNITS. RESEARCH FINDINGS SHOULD ALSO BE NOTED. OTHER IMPORTANT PLANNING AREAS ARE COLLECTION OF INFORMATION, DEFINITION OF OBJECTIVES TO FACILITATE BUDGETING AND ASSIGNMENT OF TASKS, DEVELOPMENT OF COMPLEX CRIME FIGHTING PROGRAMS, TECHNIQUES FOR IMPLEMENTING DECISIONS, AND PROGRAM EVALUATION. POLICE PLANNING MAY EXTEND TO RELATED FIELDS SUCH AS URBAN PLANNING AND ARCHITECTURE, WHICH HAVE A DECIDED INFLUENCE ON CRIME RATES. OPTIMAL RESOURCE ALLOCATION CAN BE ACHIEVED THROUGH USE OF MATHEMATICAL MODELS. FIGURES AND EXAMPLES ILLUSTRATE MODELS TO ASSURE OPTIMAL USE OF PREVENTIVE PATROLS AS A MEANS OF HALTING CRIMES BY INTERVENTION AT POTENTIAL CRIME LOCATIONS, AND EFFICIENT PROCESSING OF CRIMES SUCH AS BURGLARY WITH THE HELP OF STATISTICAL PROCEDURES SUCH AS MULTIFACTORIAL ANALYSIS TO DETERMINE WHICH FACTORS ARE RELEVANT TO CRIME RESOLUTION. IT IS EMPHASIZED THAT POLICE CAN ONLY FULFILL THEIR RESPONSIBILITIES IN THE FUTURE THROUGH OPTIMAL USE OF THEIR LIMITED RESOURCES, WHICH CAN ONLY BE ACCOMPLISHED BY CAREFUL PLANNING.
