Annotation: THE PROPOSED INFORMATION NETWORK IS TO BE SHARED BY THE POLICE AND PUBLIC PROSECUTOR'S OFFICE IN WEST GERMANY FOR IMPROVED CRIME CONTROL EFFECTIVENESS.
Abstract: THE SYSTEM, CALLED DISPOL, IS TO BE BASED ON THE PRINCIPLES OF MUTUALITY, PARTICIPATION, AND COMPLETENESS. LIMITATIONS ARE IMPOSED ON THE SYSTEM'S USE BY DATA PROTECTION LAWS AND BY THE STIPULATION THAT IT BE EMPLOYED FOR CRIMINAL INVESTIGATIONS. DISPOL WILL INTEGRATE TWO SYSTEMS OF THE JUSTICE DEPARTMENT, I.E., THE LEGAL INFORMATION SYSTEM JURIS WITH DATA ON COURT DECISIONS AND LEGAL REGULATIONS AND THE FEDERAL CENTRAL REGISTER, ALSO CONTAINING COURT DECISIONS, WITH SIX POLICE SYSTEMS. THESE SIX SYSTEMS COMPRISE (1) THE POLICE COMPUTER INFORMATION SYSTEM (INPOL), WHICH PERMITS IMMEDIATE ACCESS TO THE CENTRAL INDEX WITH DATA ON PERSONS; (2) INFORMATION ON PERSONS AND OBJECTS SOUGHT; (3) THE CENTRAL DATA BANK ON PRISON TERMS (BEGINNING, END, INTERRUPTIONS); (4) THE PIOS SYSTEM WITH DATA ON PERSONS, INSTITUTIONS, OBJECTS SUCH AS REAL ESTATE AND ADDRESSES, AND MOVABLE OBJECTS MENTIONED IN INVESTIGATIVE DOCUMENTS; (5) THE CENTRAL DOCUMENTATION LIBRARY LISTING CRIMINOLOGICAL LITERATURE BY AUTHOR, LOCATION, AND SUBJECT; AND (6) A DATA BANK WITH DATA ON CRIMINAL PROCEEDINGS, THEIR COURSE, AND DOCUMENTS RELATING TO THEM. WITHIN THIS SYSTEM POLICE CRIME STATISTICS AND JUSTICE DEPARTMENT PROSECUTION STATISTICS WILL BE COORDINATED SO THAT UNDISTORTED MEASUREMENT OF CRIME AND CRIMINAL PROCEEDINGS WILL BECOME FEASIBLE. BOTH AGENCIES WILL HAVE IMPROVED CAPACITY IN FUNCTIONS RELATED TO INFORMATION, SEARCHES, STATISTICS, RESEARCH, MANAGEMENT, PLANNING SPECIAL OPERATIONS, DOCUMENT RETRIEVAL, AND ADMINISTRATION.
