Annotation: DEVELOPED BY A GROUP OF 22 CITY AND COUNTY REPRESENTATIVES, THIS GUIDEBOOK TO REDUCING ENERGY USE GIVES LOCAL ELECTED OFFICIALS AND THEIR STAFFS THE BASICS OF ENERGY CONSERVATION AND MAKING PROGRAMS WORK.
Abstract: FOR EACH ASPECT OF THE GUIDE, COLOR-CODED PAGES HELP TO INDICATE WHY (WHITE) ENERGY CONSERVATION, HOW (GREEN) TO INITIATE ENERGY CONSERVATION SHOULD BE IMPLEMENTED WITH EXAMPLES OF LOCAL GOVERNMENT EFFORTS IN ENERGY MANAGEMENT. BASIC POINTERS FIRST INDICATE HOW TO LOCATE PROGRAMS WITH IMPROVEMENTS AT LITTLE OR NO COST. THEN INSTRUCTIONS ARE GIVEN ON HOW TO BEGIN AN ENERGY MANAGEMENT PROGRAM USING ADVISORY COMMITTEES, ENERGY AUDITS, NEW PROCUREMENT POLICIES SUCH AS LIFE-CYCLE COSTING, AND CONTINGENCY PLANNING. EMPLOYEE PROGRAMS ARE COVERED, WITH CONSIDERATION OF THE ENERGY OFFICE, THE EMPLOYEE ADVISORY COMMITTEE, COMMUNICATIONS, TRANSPORTATION AND CARPOOLING PROGRAMS, AND OTHER FORMS OF TRANSPORTATION. DISCUSSIONS ON VEHICLE FLEETS RELATE TO CONSERVATION-ORIENTED OPERATOR TRAINING, MAINTENANCE OF A DETAILED VEHICLE INVENTORY, MILEAGE AND CONSUMPTION RECORDS AND MAINTENANCE PROGRAMS, OTHER VEHICLE SPECIFICATIONS, AND SPECIAL FLEETS. ENERGY CONSERVATION IN NEW BUILDINGS IS EXAMINED, INCLUDING ENERGY-CONSCIOUS ARCHITECTURAL DESIGN, BUILDING ORIENTATION AND SHAPE, THERMAL INSULATION, GLASS WALLS AND WINDOWS, LIGHTING, HEATING, VENTILATION, AND AIR-CONDITIONING. FINALLY, INFORMATION ON EXISTING BUILDINGS REFERS TO THE ENERGY AUDIT; HEATING, VENTILATING, AND AIR-CONDITIONING SYSTEMS (HVAC); AND ENERGY-CONSERVING TECHNIQUES SUCH AS THERMAL INSULATION, HEAT-ABSORBING GLASS INSTALLATION, CAULKING, AND USE OF THE MOST EFFICIENT LIGHT SOURCE. TABULAR DATA ARE GIVEN. APPENDIXES INCLUDE A GLOSSARY, STATISTICS ON REDUCTION OF LIGHTING LEVELS AND USE OF MOST EFFICIENT LIGHT SOURCE, ENERGY AUDITS, HVAC MAINTENANCE PROCEDURES AND MODIFICATIONS, AND DATA ON THE REDUCTION OF VENTILATION LEVELS.
