Annotation: THIS LOS ANGELES CITY ATTORNEY DOMESTIC VIOLENCE PROGRAM MANUAL PROVIDES THE OPERATIONAL FRAMEWORK WITHIN WHICH A PROSECUTION AGENCY CAN DEVELOP AN EFFECTIVE RESPONSE TO THE PROBLEM OF DOMESTIC VIOLENCE.
Abstract: AN OUTLINE OF THE PROBLEM OF DOMESTIC VIOLENCE FORMS A BACKGROUND FOR A STATEMENT OF THE OBJECTIVES AND GOALS OF THE CITY ATTORNEY DOMESTIC VIOLENCE PROGRAM. DUTIES AND A FULL JOB DESCRIPTION ARE DELINEATED FOR THE COORDINATOR, ATTORNEYS, AND HEARING OFFICERS. EACH STEP IN THE PROGRESS OF DOMESTIC VIOLENCE CASES THROUGH THE ENTIRE PROGRAM IS DESCRIBED. FOR INSTANCE, THE SOURCES FOR INTAKE ARE LISTED, AND THE ALTERNATIVES FOLLOWING AN INITIAL REVIEW ARE EXPLAINED, SUCH AS REQUESTS FOR FURTHER INVESTIGATION OR FOR AN OFFICE HEARING. OFFICE HEARINGS MAY CONCLUDE WITH A RESOLVED DISPOSITION, A NEW HEARING DATE, A CONTINUATION FOR RESOLUTION, AND A REFERRAL TO A COMPLAINT REVIEW ATTORNEY. PROCEDURES FOR ARRAIGNMENT AND TRIAL ARE SET FORTH, AND REGULATIONS ARE SPECIFIED FOR THE MASTER CALENDER. FINALLY, GUIDELINES ARE DRAWN FOR RELATIONSHIPS BETWEEN THE PROSECUTION AND THE VICTIM AND BETWEEN THE PROSECUTION AND THE SHELTER. PROVISIONS FOR TRAINING AND CONTINUING EDUCATION AS REQUIRED IN THE PROGRAM ARE MENTIONED. A FLOW CHART ILLUSTRATES THE PROGRESS OF A CASE THROUGH THE PROGRAM. EXHIBITS APPENDED INCLUDE DOMESTIC VIOLENCE FILING GUIDELINES, OFFICE HEARING REFERRAL GUIDELINES, AND DOMESTIC VIOLENCE DISPOSITION GUIDELINES. FURTHER EXHIBITS SHOW THE VARIOUS FORMS USED BY THE PROGRAM. A BIBLIOGRAPHY IS SUPPLIED. (MHP)
