Annotation: THE ILLINOIS LEGISLATURE INVESTIGATING COMMISSION (ILIC) PRESENTS A DETAILED REPORT OF ITS INVESTIGATIONS DURING 1979 INCLUDING RECOMMENDATIONS FOR LEGISLATION AND FOR ADMINISTRATIVE ACTION AND A FINANCIAL ACCOUNTING.
Abstract: SINCE 1971, THE ILIC HAS UNDERTAKEN 59 SEPARATE INVESTIGATIONS OF SUCH DIVERSE AREAS AS NURSING HOMES, NATURAL GAS-UTILITY RATES, ARSONS, THE KU KLUX KLAN, AND CURRENCY EXCHANGES. IT IS COMPOSED OF SIX MEMBERS OF THE STATE SENATE AND SIX MEMBERS OF THE HOUSE. THE POWERS AND INVESTIGATIVE AUTHORITY OF THE COMMISSION ARE DESCRIBED. INVESTIGATIVE REPORTS ISSUED BY THE ILIC, WITH THE COMMISSION'S RECOMMENDATIONS, INCLUDE THE COOK COUNTY HEALTH AND HOSPITALS GOVERNING COMMISSION AND THE WOMEN, INFANTS, CHILDREN NUTRITION PROGRAM IN THE STATE. PENDING INVESTIGATIONS FOCUS ON THE STATE'S NURSING HOMES, MUSEUMS, SEXUAL CHILD ABUSE, HAZARDOUS LANDFILLS, REDLINING (HOMEOWNERS' INSURANCE), RAILWAY MERGERS, AND CHILD MOLESTATION AND ABUSE. DURING 1979, THE ILIC SPONSORED OR SUPPORTED 13 SEPARATE BILLS; A SYNOPSIS IS PROVIDED OF THE BILLS INTRODUCED FOR EACH RELEVANT COMMISSION INVESTIGATION (ARSONS, AUTO INSURANCE, FENCING, ILLEGAL ALIENS, AND PUBLIC UTILITIES). OTHER MATTERS DISCUSSED ARE PENDING LITIGATION, FIREWORKS, CURRENCY EXCHANGES, AND COOPERATION WITH OTHER GOVERNMENTAL AGENCIES. A LIST OF THE ILIC'S PRESENT EMPLOYEES IS PRESENTED WITH NAMES, TITLES, AND SALARIES, AS WELL AS A BREAKDOWN OF ALL MONIES RECEIVED AND DISBURSED DURING THE YEAR. THE ILIC ACT IS INCLUDED, AND APPENDIXES PRESENT THE ILIC'S MAJOR INVESTIGATIONS AND A PUBLICATIONS BIBLIOGRAPHY.
