Annotation: AN UPDATED PROGRAM FOR CRIME PREVENTION INVOLVING A WEST GERMAN COMMISSION FOR CRIME PREVENTION IS PRESENTED.
Abstract: THE RECOMMENDATION FOR A MULTIDISCIPLINARY COMMISSION TO EXPLORE POSSIBILITIES FOR ELIMINATING CRIMINOGENIC INFLUENCES HAS BEEN REITERATED FROM 1965 TO THE PRESENT. NEW PREVENTIVE MEASURES INSTITUTED SINCE THE ORIGINAL PROPOSAL INCLUDE A TELEVISION PROGRAM WITH ADVICE ON AVOIDING CRIME-INDUCING SITUATIONS, THE EXPANSION OF WEST GERMAN INTERNAL SECURITY PROJECTS, AND THE ESTABLISHMENT OF A CENTRAL PROJECT MANAGEMENT. THE 104 CRIMINAL POLICE COUNSELING OFFICE PLAY A SIGNIFICANT ROLE IN PREVENTIVE WORK BY PROVIDING UNIFORM COUNSELING POLICIES AND MOBILE ASSISTANCE; A FEDERAL OFFICE FOR TECHNICAL SAFETY DEVICES AND SPECIALIZED TRAINING FOR COUNSELORS ARE NEEDED. PRIVATE INITATIVES SUCH AS THE WHITE RING IN FRANKFURT ASSIST THE POLICE IN PUBLIC RELATIONS WORK AND VICTIM SUPPORT. DESPITE THE NUMEROUS PREVENTITIVE MEASURES, A STRATEGIC GENERAL PREVENTION PLAN IS STILL A NECESSITY TO INITIATE PREVENTIVE MEASURES AND TO COORDINATE THE VARIOUS EFFORTS. THE GERMAN CRIME PREVENTION BOARD WOULD SERVE THIS PURPOSE. THE BOARD WOULD HAVE THE BROADEST POSSIBLE RANGE OF MEMBERS AND WOULD DIRECT RESEARCH INTO CONDITION CONDUCIVE TO CRIME AND EVALUATE PREVENTION EFFORTS. A FULL-TIME EXECUTIVE WOULD HAVE THE AUTHORITY TO IMPLEMENT SOLUTIONS AND TO MANAGE FINANCES. THE OBJECTIVES OF THE BOARD WOULD BE THE INTENSIFICATION OF RESEARCH ON THE ETIOLOGY OF CRIME AND ON EFFECTS OF PREVENTIVE MEASURES AND THE INITIATION OF YOUTH WORK TO PROVIDE LEISURE ACTIVITIES FOR YOUNG PEOPLE AND SOCIAL WORK TO FURTHER REINTEGRATION AND REHABILITATION INMATES AND RELEASED PRISONERS. THE BOARD SHOULD ALSO SERVE TO AWAKEN COMMUNITY AWARENESS AND ACTIVE SUPPORT OF THESE GOALS. INTERNATIONAL MODELS CAN BE FOUND IN THE DANISH CRIME PREVENTION COUNCIL, THE SWEDISH PREVENTION COMMITTEE, AND THE BRITISH LOCAL COMMITTEES FOR CRIME PREVENTION. NOTES ARE SUPPLIED. --IN GERMAN.
