THE PROPORTION OF WHITE JUVENILES, EXCLUDING THOSE OF MEXICAN ORIGIN, ROSE TO 68.4 PERCENT AND THE PROPORTION OF JUVENILE MALES WHO HAD SPENT LESS THAN 3 MONTHS IN INSTITUTIONS ROSE TO A 5-YEAR HIGH OF 43 PERCENT. THE PROPORTION OF NEWLY COMMITTED GIRLS ROSE BY MORE THAN 18 PERCENTAGE POINTS WHILE THE PERCENTAGE OF THOSE RETURNED FOR REPLACEMENT OR MEDICAL CARE DROPPED FROM 25 PERCENT TO LESS THAN 10 PERCENT. MILWAUKEE WAS THE COUNTY OF COMMITMENT FOR 39.9 PERCENT OF THE BOYS AND 25.9 PERCENT OF THE GIRLS ON JUNE 30, 1978.
