Annotation: THE VOLUME AND MOVEMENT OF OFFENDER POPULATIONS SUPERVISED BY THE WISCONSIN DIVISION OF CORRECTIONS DURING FISCAL YEAR 1978 ARE PRESENTED IN TABULAR FORM; 5-YEAR TRENDS ARE HIGHLIGHTED.
Abstract: STATISTICAL INFORMATION IS PRESENTED FOR THE MAJOR POPULATION GROUPS INCLUDING RESIDENTS OF WISCONSIN CORRECTIONAL INSTITUTIONS, OFFENDERS SUPERVISED IN THE COMMUNITY UNDER PROBATION AND PAROLE, RESIDENTS OF THE BUREAU OF COMMUNITY CORRECTIONS RESIDENTIAL CENTERS, AND ABSCONDERS FROM PROBATION AND PAROLE SUPERVISION. THE TOTAL POPULATION SUPERVISED BY THE DIVISION INCREASED BY 7 PERCENT, OR 1,704 CASES, IN FISCAL 1978, FROM 24,320 CASES ON JULY 1, 1977, TO 26,024 CASES ON JUNE 30, 1978. THE TOTAL FIGURE REPRESENTED AN 8.5 INCREASE IN INSTITUTIONAL POPULATIONS TO 4,419; A 6.9 PERCENT INCREASE IN COMMUNITY SUPERVISED POPULATIONS TO 19,056; AND A 5.5 PERCENT INCREASE IN ABSCONDERS TO 2,549. THE NUMBER OF YOUTHFUL OFFENDER RESIDENTS INCREASED 55 PERCENT DURING FISCAL 1978. THE TOTAL AVERAGE POPULATION IN BOTH CORRECTIONAL INSTITUTIONS AND IN THE COMMUNITY ROSE BY ALMOST 8,000 CASES OVER THE PAST 5 YEARS. THIS INCREASE WAS CONSTANT EXCEPT FOR 1977, WHEN THE AVERAGE POPULATION DECREASED BY ABOUT 700 CASES. THE NUMBER OF FEMALE ADULTS IN THE POPULATION ALMOST DOUBLED OVER THE 5-YEAR PERIOD, FROM 73 IN 1974 TO 144 IN 1978. BOTH MALE AND FEMALE JUVENILE POPULATIONS REMAINED RELATIVELY STABLE OVER THE YEARS, WITH ABOUT 660 MALES AND ABOUT 60 FEMALES. THE PROBATION POPULATION ROSE DRAMATICALLY FROM 11,042 CASES IN 1974 TO 17,500 CASES IN 1978. TABLES AND FOOTNOTES ARE PROVIDED IN THE REPORT. (AUTHOR ABSTRACT MODIFIED--LWM)
