Annotation: THE FIRST VOLUME OF THE KARNATAKA (INDIA) POLICE MANUAL COVERS POLICE ORGANIZATION, PERSONNEL POLICIES, FUNCTIONS, AND SECURITY ARRANGEMENTS FOR IMPORTANT OFFICIALS.
Abstract: BEGINNING WITH A CODE OF ETHICS, THE MANUAL THEN DISCUSSES THE ORGANIZATION OF THE STATE POLICE. SPECIAL DIVISIONS INCLUDE THE BANGALORE CITY POLICE, THE CRIMINAL INVESTIGATION DEPARTMENT, AND THE RAILWAY POLICE. RECRUITMENT POLICIES, PAY SCALES, TRAINING REQUIRED, AND POSTING PROCEDURES ARE DETAILED FOR SUPERIOR AND SUBORDINATE POLICE OFFICERS. THE DISCUSSION OF POWERS AND DUTIES FOR ALL RANKS COVERS ADMINISTRATIVE FUNCTIONS, REPORTS, INSPECTIONS, USE OF FIREARMS, STAFF MEETINGS, AND LAW ENFORCEMENT ACTIVITIES. RULES ARE ALSO PROMULGATED CONCERNING PERSONAL ACTIVITIES, USE OF POLICE VEHICLES, AND ATTITUDES TOWARD MEMBERS OF THE GOVERNMENT AND THE GENERAL PUBLIC. TYPES OF REWARDS AND METALS GIVEN FOR SERVICES ARE DESCRIBED. DISCIPLINARY INQUIRIES, PUNISHMENTS, AND APPEAL PROCEDURES ARE OUTLINED, FOLLOWED BY A DISCUSSION OF LEGAL PROCEEDINGS INVOLVING POLICE OFFICERS. A SEPARATE CHAPTER EMPHASIZES INSPECTIONS AND PROVIDES SAMPLE FORMS. DETAILED PROCEDURES GUIDE CORRESPONDENCE, STANDING GUARDS, AND ESCORT DUTIES. SECURITY ARRANGEMENTS FOR VERY IMPORTANT PERSONS ARE DESCRIBED FOR RESIDENCES, TRANSPORTATION FACILITIES, AND PUBLIC FUNCTIONS. THE FINAL SECTIONS CONCERN POLICE CONDUCT TOWARD FOREIGNERS AND DUTIES UNDER INDIAN LAWS REGULATING FIREARMS AND EXPLOSIVES. (MJM)
