Annotation: AMENDMENTS TO TITLE 39 OF THE LOUISIANA REVISED STATUTES OF 1950 INVOLVE THE ENACTMENT OF A STATE PROCUREMENT CODE WITH PROVISIONS RELEVANT TO PROCUREMENT BY PUBLIC BODIES.
Abstract: PROVISIONS ARE SUPPLIED FOR A CENTRAL PURCHASING AGENCY IN THE DIVISION OF ADMINISTRATION, FOR CENTRALIZATION OF PUBLIC PURCHASING, AND FOR PROCUREMENT REGULATIONS. THEY ARE SPECIFIC ALSO IN REGARD TO SOURCE SELECTION FOR ITEMS TO BE PURCHASED AND METHODS TO BE USED, BID PROCEDURES, TYPES OF CONTRACTS, SPECIFICATIONS, AND CONTRACT MODIFICATIONS AND TERMINATION AND CONTRACT MODIFICATIONS AND TERMINATION AND CONTRACT CLAUSES. SECTIONS UNDER THE PROCUREMENT CODE PROVIDE FOR LEGAL AND CONTRACTUAL REMEDIES AND FOR ADMINISTRATIVE APPEALS, FOR COOPERATIVE PURCHASING, FOR PURCHASING OF INSURANCE AND ACQUISITION OF HOUSING SPACE, AND FOR ASSISTANCE TO SMALL AND MINORITY BUSINESSES. PROCUREMENT POWERS RELATED TO CAFETERIA SERVICES FOR STATE CAPITOL COMPLEX BUILDINGS ARE ALSO PRESENTED, ALONG WITH RELEVANT DEFINITIONS. AN EFFECTIVE DATE IS INCLUDED. (WJR)
