Annotation: THE SECURITY MEASURES WITH WHICH POLICE AGENCIES MUST PROTECT THEIR FACILITIES ARE DESCRIBED, TO PROVIDE THE POLICE PROFESSION WITH A BASIS FOR MEASURING THE DEGREE OF SECURITY AFFORDED THEIR BUILDINGS.
Abstract: ADEQUATE FACILITY SECURITY OFTEN CONFLICTS WITH POLICE AND PUBLIC SERVICE REQUIREMENTS FOR OPEN PUBLIC ACCESS AND INTERPERSONAL CONTACT. ADEQUATE BUILDING SECURITY REQUIRES PROTECTIVE BARRIERS, SUCH AS WALLS AND/OR FENCES, WITH GATES MADE SECURE BY THE USE OF LOCKS AND/OR THE PRESENCE OF GUARDS. ALSO NEEDED IS STRICT ACCESS CONTROL, WITH CAREFUL SCREENING OF VISITORS, PERSONNEL PASSES, AND THE DESIGNATION OF RESTRICTED AREAS (WITH ACCESS CONTROLLED BY REMOTELY ACTIVATED LOCKS TO PERMIT POLICE OR CIVILIAN PERSONNEL TO UNLOCK THEIR DOORS WITHOUT LEAVING THEIR WORK AREAS). UNLOCKED REAR DOORS MARKED 'POLICE ONLY' SHOULD BE ELIMINATED; ONLY POLICE PERSONNEL SHOULD HAVE ACCESS TO THESE AREAS THROUGH ELECTRIC, CYPHER LOCKS. RESTROOMS IN A POLICE FACILITY SHOULD BE LOCKED AT ALL TIMES, AS WELL AS ALL OCCUPIED OFFICES AND AREAS (E.G., BROOM CLOSETS, UTIITY ROOMS, STORAGE ROOMS). PROTECTIVE LIGHTING INSIDE AND OUTSIDE THE FACILITIES SHOULD BE SECURED AT ALL TIMES BY AN ALTERNATIVE POWER SUPPLY SOURCE. PACKAGES SHOULD BE BE PARKED IN CLOSED OR FENCED AREAS. OTHER SECURITY MEASURES DESCRIBED PERTAIN TO MAIL SCREENING, THE CAREFUL INVESTIGATION OF BOMB THREATS, AND EVACUATION PROCEDURES. (LGR)
