Annotation: THE REPORT DESCRIBES THE FIRST 9 MONTHS OF FLORIDA'S MUTUAL PARTICIPATION PROGRAM IN WHICH TERMS OF INSTITUTIONALIZATION AND PAROLE WERE ESTABLISHED BY CONTRACT BETWEEN THE OFFENDER AND CORRECTIONS OFFICIALS.
Abstract: A CHRONOLOGY DETAILS THE ACTIVITIES UNDERTAKEN BETWEEN JULY AND OCTOBER 1976 TO IMPLEMENT THE PROGRAM WHICH WAS CONCEIVED AS A 2-YEAR PILOT PROJECT. DURING THAT PERIOD, INSTITUTIONS WERE SELECTED, A COORDINATOR AND STAFF WERE HIRED, AND RULES AND REGULATIONS WERE FORMULATED. THE FIRST CONTRACT PROPOSAL WAS NEGOTIATED IN OCTOBER AND BY MARCH 1977, 186 INMATES WITH APPROVED CONTRACTS FROM 7 INSTITUTIONS WERE PARTICIPATING IN THE PROGRAM. FLOW CHARTS ILLUSTRATE PROCEDURAL PATHS FOR CONTRACT APPROVAL, IMPLEMENTATION, AND RENEGOTIATION. DEMOGRAPHIC CHARACTERISTICS OF INMATES WHO WERE APPROVED AND REJECTED FOR THE PROGRAM FROM OCTOBER TO THE END OF JANUARY 1977 ARE SUMMARIZED IN TABLES. THESE STATISTICS PROVIDE BREAKDOWNS BY ETHNIC GROUP, SEX, AND OFFENSE. A FINAL TABLE DISPLAYS CONTRACT OBJECTIVES BY ETHNIC GROUP. THE MOST FREQUENTLY CITED GOALS WERE WORK OBJECTIVES IN THE INSTITUTION, CONSTRUCTION AND MAINTENANCE WORK, COUNSELING, AND PARTICIPATION IN DRUG OR ALCOHOL TREATMENT PROGRAMS. THE APPENDIXES CONTAIN PROPOSED EVALUATION STANDARDS FOR THE PROGRAM, A COPY OF THE CURRENT OPERATING RULES, AND THE ORIENTATION MANUAL AND BROCHURE GIVEN TO EACH INMATE ON ADMISSION TO A PARTICIPATING INSTITUTION.
