Annotation: THIS MONOGRAPH ADDRESSES NEW INSTITUTIONAL NEEDS AND APPROACH OPTIONS FOR THE WYOMING COMPREHENSIVE CORRECTIONS PLANNERS (THAT SHOULD BE CONSIDERED ALONG WITH COMMUNITY-BASED CORRECTIONS PLANNING).
Abstract: ISSUES INVOLVED IN APPROACHING INSTITUTIONAL REQUIREMENTS ARE DISCUSSED, SUCH AS USING THE IMPLEMENTATION APPROACH RATHER THAN THE 'PLANNING-TO-PLAN' APPROACH AND PROVIDING FOR INCREMENTAL EXPANSION WITHOUT EXCEEDING 400 BEDS FOR A GIVEN UNIT. A PHASING SCHEDULE, PROJECTED HOUSING NUMBERS, AND INTERIM DEVELOPMENT CONSIDERATIONS ARE COVERED, AND REQUIRED MAJOR INSTITUTIONAL COMPONENTS ARE BROKEN DOWN. BASIC INSTITUTIONAL CONCEPTS ARE EXPLAINED, SUCH AS USE OF EXISTING PLUS INTERIM HOUSING. FIVE OPTIONS ARE THEN PRESENTED WHICH WOULD INVOLVE (1) REMODELING THE WYOMING STATE PENITENTIARY (WSP), (2) REMODELING THE WSP AND PROVIDING A NEW 400-PERSON INSTITUTION TO 1985, (3) BUILDING TWO NEW 400-PERSON INSTITUTIONS TO 1985, (4) USING THE CORE UNIT CONCEPT (CONSTRUCTING NEW FACILITIES ON ADJACENT SITES), OR (5) USING A NEW CORE UNIT CONCEPT, INCLUDING A SEPARATE ASSESSMENT AND RECEPTION UNIT AND A SEPARATE WOMEN'S UNIT. FOR EACH OPTION INMATE PROJECTIONS TO 1985, STAFFING, ESTIMATED COSTS, AND STAFFING COSTS ARE EXPLORED. BRIEF WYOMING BOARD OF CHARITIES AND REFORM CONCLUSIONS REGARDING THE OPTIONS ARE FURNISHED. TABLES AND FIGURES ILLUSTRATE STAFF AND FACILITY PROJECTIONS, THE PROJECT EVOLUTION, AND A MAP OF ACREAGE ADAPTABLE FOR CONVENTIONAL CONSTRUCTION TECHNIQUES.
