Annotation: DETAILED STANDARDS ARE PROVIDED BY THE CHIEF PROBATION OFFICERS OF CALIFORNIA FOR THE ADMINISTRATION OF ADULT AND JUVENILE INSTITUTIONS AND FIELD PROBATION SERVICES, TRO ESTABLISH UNIFORMITY IN COUNTY PROBATION DEPARTMENTS.
Abstract: OTHER PURPOSES FOR DEVELOPMENT OF STANDARDS ARE TO INFLUENCE THE DEVELOPMENT OF STATE LEGISLATION PERTAINING TO PROBATION, TO ENSURE THE DELIVERY OF A DIVERSE RANGE OF HUMANITARIAN SERVICES THAT CONTRIBUTE TO REHABILITATION OF OFFENDERS, AND TO ESTABLISH CRITERIA THAT WILL ENSURE THAT THE QUANTITY AND QUALITY OF SERVICES PROVIDED ARE SUFFICIENT TO MEET THE NEEDS OF THE PUBLIC. PROBATION STANDARDS ARE ORGANIZED ACCORDING TO SEVEN PRIMARY HEADINGS GENERIC STANDARDS, JUVENILE COURT STANDARDS, PROBATION ADMINISTRATION STANDARDS, ADULT PROBATION SERVICES STANDARDS, JUVENILE PROBATION SERVICES STANDARDS, SECURE AND NON SECURE JUVENILE INSTITUTIONS STANDARDS, AND ABUSE AND NEGLECT STANDARDS. GENERIC STANDARDS ARE DEVELOPED FOR PROBATION ORGANIZATION, CITIZEN INVOLVEMENT, COURT FUNCTIONS, AND RECORDS. IN ADDITION TO COURT FUNCTIONS, JUVENILE COURT STANDARDS ARE PROVIDED FOR THE SUBCATEGORIES OF JURISDICTION, THE LEGAL PROCESS, ADJUDICATION, COURT DISPOSITION, ABUSE AND NEGLECT CASES, AND OTHER GENERAL ITEMS, INCLUDING STANDARDS PERTAINING TO STATUS OFFENDERS, DEFENSE COUNSEL, AND PROSECUTION. PROBATION ADMINISTRATION STANDARDS ARE OUTLINED FOR THE CHIEF PROBATION OFFICER, HIS STAFF ANDD ITS DEVELOPMENT, PERSONNEL PRACTICES, PROBATION SUPERVISION, FINANCIAL SERVICES, COMMUNITY PUBLIC RELATIONS DUTIES, AND PREVENTIVE RESPONSIBILITIES. STANDARDS FOR PERFORMANCE OF ADULT PROBATION SERVICES ARE DIVIDED INTO CRITERIA FOR INVESTIGATION AND COURT REPORTS, PRETRIAL DIVERSION, PRETRIAL RELEASE, AND PROBATION SUPERVISION RESPONSIBILITIES. JUVENILE PROBATION SERVICES STANDARDS ARE DEVELOPED FOR LAW ENFORCEMENT AGENCY DUTIES, INTAKE RESPONSIBILITIES OF THE JUVENILE COURT AND THE PROBATION OFFICER, THE DETENTION PHASE, THE JUVENILE COURT LEGAL PROCESS, INVESTIGATION AND REPORTS, AND SUPERVISION BY PROBATION OFFICERS AND PRIVATE PLACEMENT FACILITIES. DETAILED STANDARDS ARE PROVIDED FOR THE ADMINISTRATION OF SECURE AND NONSECURE JUVENILE INSTITUTIONS, INCLUDING RESIDENTIAL FACILITIES. LASTLY, CHILD ABUSE AND NEGLECT STANDARDS FURNISH CRITERIA FOR JURISDICTION, TEMPORARY CUSTODY, INTAKE PROCEDURES, JUVENILE COURT PROCEEDINGS, POSTCOURT SUPERVISION, AND VOLUNTARY PLACEMENT. ABI DEG
