Annotation: A TOTAL SECURITY CONCEPT AND A VARIETY OF SECURITY MEASURES TO PROTECT WATER AND POWER COMPANIES FROM TERRORIST ATTACKS ARE DESCRIBED.
Abstract: AN OVERALL SECURITY PROGRAM REQUIRES THE EMPLOYMENT OF A SECURITY SPECIALIST AS WELL AS A SECURITY SYSTEM FOR PLANT PERSONNEL AND VISITORS, POWER AND WATER LINES, AND THE FACILITY ITSELF. A PLANT RADIO SECURITY SYSTEM CAN PICK UP WARNING SIGNS OF INTENTIONAL OR UNINTENTIONAL MOVEMENT ABOUT THE PLANT. A VARIETY OF DEVICES RECORD BREACHES OF SYSTEM INTEGRITY: EXTERNAL PARAMETER SECURITY FOR ALL OPENINGS OF A PLANT, AREA SAFETY DEVICES FOR PARTS OF A BUILDING, AND DEVICES (E.G., MICROWAVE DEVICES, ELECTROSTATIC FENCES) WHICH REGISTER ENTRY OF UNAUTHORIZED PERSONS INTO OPEN SPACES SURROUNDING A PLANT. THE SYSTEMS CAN BE USED EFFECTIVELY IN COMBINATION BUT THE SYSTEM FOR DETECTION OF OPEN SPACE PENETRATION IS CONSIDERED PARTICULARLY EFFECTIVE FOR EARLY WARNINGS. MICROWAVE TRANSMITTER-RECEIVER SYSTEMS CAN BE MOUNTED IN OVERLAPPING SERIES TO PERMIT DETECTION OF INTRUDERS WITHOUT THEIR KNOWLEDGE. INFRARED GATES CAN BE USED BUT ARE VERY SENSITIVE TO SMALL ANIMALS, WEATHER, AND FALLING LEAVES; THE ELECTROSTATIC FIELD CHANGE SYSTEM, INSTALLED ON A FENCE, IS NOT SENSITIVE TO SUCH DISTURBANCES. ELECTRIC SECURITY FENCES REGISTER EXCESSIVE PRESSURE AND CAN BE SET IN CONCRETE SO THAT INTRUDERS CAN NOT DIG THEIR WAY UNDER. IN CONSTRUCTING SUCH FENCES THE WIRE AND POST SPACING, FENCE FLEXIBILITY, THE SENSITIVITY, AND THE CHARGE SHOULD BE CONSIDERED. A MECHANICAL OBSTACLE SUCH AS A HEDGE, FENCE, OR WALL OUTSIDE THE SECURITY FIELD AND A FENCE INSIDE THE SECURITY FIELD ARE RECOMMENDED FOR MAXIMUM PROTECTION. -IN GERMAN.
