Annotation: THE SOCIOLOGICAL BACKGROUND AND TECHNICAL PREREQUISITES OF TERRORISTS ARE DISCUSSED, AS WELL AS THE PREVENTION OF TERRORISM.
Abstract: INTERNATIONAL TERRORISM IS AN OUTGROWTH OF RADICAL NATIONAL ACTIVITIES, WITH TERRORISTS COLLABORATING TODAY ON AN INTERNATIONAL LEVEL TO LEND ADDED EMPHASIS TO THEIR DEMANDS. THE 'PHILOSOPHY OF THE BOMB' FIRST APPEARS IN THE 19TH CENTURY WHEN LEFT WING AND RIGHT WING EXTREMIST GROUPS OPPOSED EXISTING EUROPEAN GOVERNMENTS. ALTHOUGH MANY TERRORISTS SEEK THE SUPPORT OF THE WORKING CLASSES, TERRORISTS IN EUROPE, WHO FREQUENTLY ARE EDUCATED YOUNG MEMBERS OF THE MIDDLE CLASS, HAVE BEEN UNABLE TO MUSTER SUCH SUPPORT. SUCCESSFUL TERRORIST OPERATIONS DEPEND ON A VARIETY OF FACTORS: (1) RELIABLE INFORMATION ON THE GOAL OF THE ATTACK AND THE VICTIMS' HABITS; (2) INCREASINGLY SOPHISTICATED ARMS; (3) USE OF THE MASS MEDIA FOR PUBLICIZING THE TERRORIST CAUSE AND DRAMATIZING DEMANDS; (4) INTERNATIONAL CONNECTIONS WHICH FURNISH MONEY, ARMS, EQUIPMENT, AND COORDINATION; (5) THE TERRORIST PERSONALITY (A STATE OF IDEALISM, BOREDOM, OR MORAL DISORIENTATION); AND (6) THE TERRORIST ENVIRONMENT (MOST RECENTLY URBAN GUERILLA WARFARE). EFFECTIVE TERRORISM PREVENTION CONSISTS OF ELIMINATING AS MANY OF THESE FACTORS AS POSSIBLE THROUGH INTERNATIONAL COOPERATION, AN EFFECTIVE INFORMATION NETWORK ON TERRORIST ORGANIZATIONS CONTROL OF ARMS AND AMMUNITION FLOW, RESTRAINT ON THE PART OF THE MASS MEDIA, EDUCATION OF POTENTIAL VICTIMS, AND A STUDY OF THE TERRORIST ENVIRONMENT. ON A NATIONAL LEVEL, GOVERNMENTS MUST STRIVE TO ELIMINATE SOCIAL INJUSTICES AND PROBLEMS WHICH LEAD TO THE FRUSTRATION INSPIRING ACTS OF TERRORISM. -- IN FRENCH.
