Annotation: PROCEEDINGS ARE REPORTED FROM A FLORIDA GOVERNOR'S CONFERENCE FOR INSPECTORS GENERAL, AUDITORS, AND MANAGEMENT REVIEW SPECIALISTS.
Abstract: OBJECTIVES OF THE CONFERENCE WERE TO INCREASE STATE GOVERNMENT PRODUCTIVITY BY REVIEWING A MODEL DESIGNED BY THE INSPECTOR GENERAL TO CONDUCT MANAGEMENT REVIEWS AND INTERNAL AUDITS, INNOVATIVE AND PROGRESSIVE IDEAS FOR INCREASING STATE AGENCY EFFICIENCY, AND PROGRAM EVALUATION INITIATIVES PROPOSED BY THE PLANNING AND BUDGETING SECTIONS OF THE EXECUTIVE OFFICE OF THE GOVERNOR. MANAGEMENT REVIEWS COMPLEMENTED BY PROGRAM EVALUATIONS WERE VIEWED BY CONFERENCE PARTICIPANTS AS CONTRIBUTING SIGNIFICANTLY TO INCREASED GOVERNMENTAL ACCOUNTABILITY AND EFFICIENCY. THE INSPECTORS GENERAL ENVISION USING THESE PROCESSES TO ASSESS PERFORMANCE OF PROGRAMS AND PROGRAM MANAGERS. ADVANCE NOTICE OF AN ASSESSMENT IS TO BE PROVIDED THROUGH THE DISTRIBUTIONS OF A SELF-ASSESSMENT CHECKLIST AND AN ISSUE POINT PAPER PREPARED BY THE AGENCY BEING ASSESSED. INTERVIEWS AND SURVEYS WILL ALSO BE USED TO EVALUATE MANAGEMENT EFFORTS. PROGRAMS AS A WHOLE WILL BE ASSESSED BY THE EVALUATION OFFICE IN THE OFFICE OF PLANNING AND BUDGETING BY EXAMINING OBJECTIVES, OPPORTUNITIES FOR IMPROVED SERVICE DELIVERY, PERTINENCE OF NEED AND ATTAINABLE GOALS, AND THE NECESSITY FOR ADVANCED OR ACCELERATED FUNDING. OTHER ISSUES DISCUSSED AT THE CONFERENCE WERE LEGISLATION, THE RELATIONSHIP OF ORGANIZATIONAL STRUCTURE TO PRODUCTIVITY, THE DETECTION OF REASONS FOR LOW PRODUCTIVITY, AND INTERCHANGE OF PRODUCTIVE INSIGHTS AMONG STATE AGENCIES.
