Annotation: OBSERVATIONS AND RECOMMENDATIONS RESULTING FROM A PRIVACY AND SECURITY AUDIT OF THE ALASKA JUSTICE INFORMATION SYSTEM (AJIS) ARE REPORTED.
Abstract: INFORMATION FOR THE REPORT WAS GATHERED AFTER PRELIMINARY DOCUMENT STUDY FROM A 5-DAY SERIES OF SITE VISITS IN JUNE 1978, AND FROM STRUCTURED INTERVIEWS. AUDIT AREAS COVERED ARE PERSONNEL SELECTION, PHYSICAL SECURITY, AND INDIVIDUAL RIGHT OF ACCESS. THE MOST SIGNIFICANT DEFICIENCY ASCERTAINED IS THAT NO AJIS PRIVACY AND SECURITY MANAGEMENT PROGRAM EXISTS. IMPLEMENTATION OF SUCH A PROGRAM WOULD DRAMATICALLY ENHANCE PERFORMANCE. A NOTICEABLE DIFFERENCE IN PERFORMANCE AND PRIVACY/SECURITY LEVELS IS ALSO EVIDENT BETWEEN ANCHORAGE AND OTHER CITIES. SPECIFIC RECOMMENDATIONS FOR IMPROVEMENT INCLUDE DEVELOPMENT OF AN AJIS POLICY AND PROCEDURE MANUAL CONTAINING PRIVACY AND SECURITY GUIDELINES, STANDARDS, AND POLICIES; ESTABLISHMENT OF A MECHANISM FOR RAPID IDENTIFICATION AND RESOLUTION OF PRIVACY AND SECURITY PROBLEMS; AND DEDICATION OF THE AJIS SECURITY OFFICER ON A FULL-TIME BASIS TO PRIVACY AND SECURITY MATTERS, INCLUDING TRAINING. FURTHERMORE, THE FULL-TIME AJIS SECURITY OFFICER SHOULD BE ASSIGNED RESPONSIBILITY FOR DAY-TO-DAY ENFORCEMENT AND TRAINING IN PRIVACY AND SECURITY MATTERS, AND THE AJIS COMMITTEE SHOULD BE HELD LIABLE FOR RESOLVING THE DEFICIENCIES CITED IN THE PRESENT REPORT. A TABLE LISTS DEFICIENCIES AND RECOMMENDATIONS FOR REMEDYING THEM. APPENDIXES CONTAIN A SITE-VISIT SCHEDULE AND THE AUDIT INTERVIEW FORM.
