Annotation: THIS REPORT RESPONDS TO ACCUSATIONS THAT THE METHODS UNDERLYING THE BLOODSTAIN ANALYSIS SYSTEM (BAS), DEVELOPED BY BECKMAN INSTRUMENTS FOR THE AEROSPACE CORPORATION, WERE UNSUBSTANTIATED AND GENERALLY DISHONEST. IT IS PARTICULARLY CONCERNED WITH THE OBJECTIVES AND CONDUCT OF TESTS AND BLIND TRIALS.
Abstract: A BLOODSTAIN ANALYSIS SYSTEM THAT SATISFIED THE INTENT OF THE ORIGINAL CONTRACT WITH AEROSPACE WAS DEVELOPED ON SCHEDULE AND WITH ONLY MINOR COST GROWTH. THE CRITICAL EVALUATOR WHO SUGGESTED THAT LEAA NOT CONTINUE TO FUND WORKSHOPS TO LEARN BECKMAN'S BAS WAS UNFAMILIAR WITH THE TECHNOLOGY AND UNWILLING TO ACCEPT A DECISION CONTRARY TO HIS OWN. EVIDENCE OF THE METHODOLOGY'S EFFECTIVENESS AND CAREFUL PROGRAM PLANNING CAN BE SEEN IN THE EXTENSIVE AMOUNT OF TECHNICAL DOCUMENTATION FOUND HERE.
