Annotation: THIS REPORT ON THE NEEDS OF THE FEMALE OFFENDER IN THE CANADIAN CRIMINAL JUSTICE SYSTEM TOUCHES ON ISSUES SPECIFICALLY RELATED TO WOMEN, ON INSTITUTIONAL SERVICES, AND ON THE PROTECTION OF SOCIETY FROM SUCH OFFENDERS.
Abstract: INFORMATION IS GIVEN ON THE TERMS OF REFERENCE IN COMPILING THE DATA FOR THE REPORT, THE FACTORS LEADING TO THE STUDY, THE SPECIAL NEEDS OF WOMEN IN CUSTODY, AND FEMALE CRIMINALITY TRENDS. SEVERAL RECOMMENDATIONS ADDRESS CHANGES THAT SHOULD BE CONSIDERED IN CORRECTIONAL INSTITUTIONS, ACTION THAT SHOULD BE TAKEN REGARDING MENTALLY ILL OFFENDERS, AND USES THAT SHOULD BE MADE OF THE COMMUNITY VOLUNTEERS. RECOMMENDATIONS REGARDING FEDERAL AND PROVINCIAL TRANSFER AGREEMENTS AND PROBLEMS, PAROLE, AND RELEASE ARE OFFERED. DISCUSSION DEALS WITH THE POSSIBILITIES FOR AND DISADVANTANGES OF COMMUNITY FACILITIES FOR WOMEN AND COMBINED FACILITIES FOR WOMEN AND MEN. PLANS ARE SUBMITTED REGARDING IMPROVED FACILITIES FOR WOMEN, AND GUIDELINES ARE SET FORTH FOR THE IMPLEMENTATION OF RECOMMENDATIONS DETAILED IN THE REPORT. FURTHER RECOMMENDATIONS OFFER SUGGESTIONS REGARDING THE MEETINGS THAT SHOULD BE HELD AND THE KINDS OF AGENCIES THAT SHOULD BE ESTABLISHED TO MEET REPORT OBJECTIVES. ADDITIONAL RECOMMENDATIONS CENTER ON AREAS REQUIRING FURTHER GOVERNMENT ATTENTION, INCLUDING PROBLEMS THAT OCCUR PRIOR TO OR DURING ARREST, IN COURT, THROUGH STAFFING, IN THE LAW, WITH INSTITUTIONS, IN STATISTICS, AND IN THE COMMUNITY. APPENDIXES PRESENT THE SCOPE AND METHOD OF THE RESEARCH COMMITTEE'S WORK, CORRECTIONAL SYSTEM STAFFING METHODS AND DEVELOPMENT, TOPICS FOR RESEARCH, AND THE PROCEEDINGS FROM A MEETING CONCERNED WITH THE FEDERAL PRISON FOR WOMEN.
