Annotation: This is the first volume of the fourth annual report of the Maryland judiciary. It contains an overview of the funding, functions, workload, and programs of the court system.
Abstract: The report describes the improvements in the court structure, in the movement of the criminal dockets, in jury management and in methods of judicial selection. The report shows judicial revenues and expenditures and comments on the growth of the State-funded judicial budget is commented. Described are the background, functions and activities of the Maryland State courts and many aspects of judicial administration, judicial planning, research and special projects, to information systems, and budget and purchasing services. Among innovations listed are the Statistical Auditing Project and the Sentencing Guidelines Project as well as efforts to improve juror selection, and circuit management and control of court dockets in motor vehicle cases. Procedures for the appointment, discipline, and removal of judges are reviewed. The remarks of Chief Judge Robert C. Murphy to the Maryland State Bar Association, the text of the 1980 legislation affecting the courts, and judicial maps and a list of the members of the judiciary are included.
