Annotation: To help State court systems improve their own annual reports through the compilation of caseload statistics within uniform classification categories, this report identifies the need for an annual report for State courts, discusses relevant considerations, and presents a suggested model.
Abstract: Based on the experience and reflection of National Center for State Courts staff and members of the Conference of State Court Administrators, suggestions are given about how to structure an annual report for maximum usefulness and effectiveness. A discussion of issues to be considered before designing an annual report covers establishing a focus (orientation and objectives), identifying the audiences, communicating effectively (style of presentation/packaging), settling on content and interpretation/analysis, and timing a release date. A chart illustrates the process of matching aims, audiences, and subject matter for an annual report. The model for State court annual reports is then outlined. For each major section suggested for inclusion in an annual report, the model offers an 'overview' of the appropriate content followed by a listing of those elements necessary for an effective presentation. Other topics of importance that are considered best left to a State's discretion are identified under the 'option' category. Further suggestions are found in the 'comment' section, and examples, both graphic and narrative, are provided to illustrate each main point. The model covers introductory material (letter of transmittal, table of contents, etc.), the executive summary/judicial year in review, court organization, court resources, court caseload summary, and appendixes (glossary of terms, technical and special appendixes). Sample forms are provided, and eight references are cited.
