Annotation: This film discusses the national volunteer anticrime effort, 'Hands Up,' funded by LEAA and developed by the General Federation of Women's Clubs.
Abstract: The film focuses on the organization of volunteers into small citizen's groups called 'syncon' units which are set up so that members can reach a consensus on the issues. Emphasis is placed on the 'Hands Up' slogan and the importance of all citizens working together to find solutions to the crime problem.
