In addition to describing two computer simulation exercises in the senior command course at the Police Staff College in Bramshill, England, this paper describes the philosophy of command training at the college, the thrust of the senior command course, and the nature of the overseas command course.
Abstract:
Bramshill is the National Police Staff College for the police forces of England and Wales, and it also accepts students from other forces in the United Kingdom and overseas. It offers a comprehensive pattern of courses for officers at each command level. The senior command course, the most prestigious course at the college, is designed to prepare selected officers for the highest posts in the police service. The overseas command course is designed to increase the professional competence of senior overseas police officers at the command level in overseas police forces (usually Commonwealth and ex-Commonwealth countries). One computer simulation exercise, known as the Computer Resource Utilization Strategic Operation Exercise (CRUSOE), has been developed in response to the need to supplement the training of students with some practical experience of the problems of strategic management in the police service. In the exercise, students assume the roles of officers responsible for managing a force over 5 simulated years, each year being represented by a day's play. The second computer-aided simulated exercise, known as ATLANTIS, is undertaken by students of the overseas command course. It is a training exercise in disaster relief management and is intended for those whose responsibility may include predisaster planning or operational command in the provision of relief or life support.
