Annotation: This article describes the training provided to deputies by the Driver Specialties Branch at the Federal Law Enforcement Training Center (FLETC) at Glynco, Ga.; outlines supervisory responsibilities and liabilities; and discusses alternatives to pursuit.
Abstract: Classroom instruction at FLETC is examined; attention is focused on the three-phase driver training program. The student begins by maneuvering through a defensive driving course at slow speed; as this phase of the course progresses, the student is exposed to high-speed stop situations which call for straight driving and online braking. The next phase of the training moves the student to a skid pan where traction is reduced by a water sprinkler system. The third phase of training brings the student to one of two pursuit driving ranges, each of which is approximately 1.5 miles long. The student must apply different speeds and control factors to properly negotiate the various shaped turns. FLETC's National Center for State and Local Training is also discussed, as is the driver instructor training program that it offers. The need for a deputy to be given guidance as to how to make the decision to pursue is highlighted, as are supervisory responsibilities and liabilities. Additionally, the obligation of supervisors to direct, guide, and control the deputy in a pursuit situation is emphasized, and the importance of radio communications is noted. Alternatives to pursuit such as aerial surveillance and roadblocks are also considered. Two references and two photographs are included.
