This was a report for the Eighth United Nations Congress on the Prevention of Crime and the Treatment of Offenders, which was to meet in Havana, Cuba, from August 27 to September 7, 1990.
Abstract
It begins with reviews of the recommendations that came from the seventh Congress, held in 1985; then moves on to an analysis of juvenile delinquency in the world, and the many factors involved. It contains guidelines for the prevention of juvenile delinquency (the Riyadh Guidelines). Subtopics include child abuse and exposure to violence; child exploitation; street children; and primary, secondary, and tertiary prevention. The rules for protection of juveniles deprived of their liberty are given, and international cooperation is discussed. 35 endnotes
