This manual is specifically designed to assist jurisdictions interested in developing jail-based drug treatment programs in new or existing facilities.
Abstract
The manual, intended to help administrative staff, planners, and providers in establishing successful jail-based drug treatment programs, is divided into two stages. The first stage focuses on identifying resources, assessing costs and benefits, reviewing legislation and regulations, and exploring possible barriers to program implementation. The second stage emphasizes detailed planning and program development based on the following 11 critical elements: determine jail population profile, write mission statement, develop support base, select treatment approach, develop strategy for continuity of care, develop screening and referral system, design information tracking system, develop policies and procedures, plan and conduct training, foster intra-agency partnerships, and conduct program evaluation. Consideration of the preceding critical elements can enhance the potential for jail-based drug treatment program success.
