P/PV designs, tests, and evaluates initiatives that increase supports and opportunities for residents of low-income communities, as well as provides training and technical assistance to policymakers and practitioners. In 1996 P/PV worked with 12 cities and their neighborhoods on community-based youth development initiatives. It worked in 15 States and 20 cities on improving work force development policy and practice, especially as they affect poor people. In 15 cities, it examined the effectiveness of private youth-serving institutions; and it looked at 20 localities' approaches to community service. P/PV worked with school districts and volunteer organizations in seven cities to improve school performance through more effective involvement with employers and more concentrated use of senior volunteers. Through the press and other communications outlets, P/PV increased its efforts to make the results of its work accessible to decision-makers. Also in 1996 P/PV began the development of initiatives that involve juvenile justice, faith- based programming, and new approaches to community-based career and income development.
