OVERVIEW OF THE JUVENILE DELINQUENCY PROBLEM IN FRANCE, COVERING THE NATURE AND EXTENT OF THE PEHNOMENON, JUVENILE DELINQUENCY FACTORS, PAST AND PRESENT LAWS CONCERNED WITH JUVENILES, AND REEDUCATION EFFORTS.
Abstract
THE WORK OF THE INSTITUTIONS INVOLVED IN THE REEDUCATION OF JUVENILES CAN BE EXPECTED TO UNDERGO SOME NEEDED ALTERATIONS. IN THE FIRST PLACE, THE SEPARATION BETWEEN THE PERSONALITY STUDY AND THE REEDUCATION PHASES MUST BE MADE LESS DISTINCT. IN THE SECOND PLACE, SPECIALIZATION BY REEDUCATION INSTITUTIONS IN ONE CATEGORY OF CLIENTELE SHOULD BE REDUCED. IN THE THIRD PLACE, THE NUMBER OF INTERRUPTIONS IN THE REEDUCATION PROCESS MUST BE REDUCED. IN THE FOURTH PLACE, THE ROLE OF THE JUDGE IN THE REEDUCATION PROCESS MUST BE EXPANDED. IN THE FIFTH PLACE, THE REEDUCATION INSTITUTIONS MUST ACCEPT DIFFICULT CASES AND NOT LEAVE THEM TO BE HANDLED BY THE CORRECTIONAL INSTITUTIONS. FINALLY, IN THE SIXTH PLACE, INSTITUTIONS PROBABLY SHOULD NOT BE ALLOWED TO SPECIALIZE IN JUVENILE DELINQUENTS BUT SHOULD ACCEPT ALL JUVENILES IN NEED OF REEDUCATION. --IN FRENCH
