PROPOSALS WERE ALSO MADE TO BRING TOGETHER COMMUNITY AND NEIGHBORHOOD INSTITUTIONS. OTHER CONFERENCE TOPICS INCLUDED DECRIMINALIZING JUVENILE STATUS OFFENSES, DIVERTING YOUTH FROM THE COURTS, AND THE NEED TO REACTIVATE BASIC COMMUNITY SYSTEMS FOR JUVENILE DELINQUENCY PRVENTION.
