Abstract
THE PUBLIC OFFICIALS PROTECTIVE SERVICES CONTINGENCY PROGRAM DEVELOPED BY THE CALIFORNIA STATE POLICE ENTAILS A TWO-PHASE PLANNING APPROACH WHICH IS DISCUSSED IN DETAIL. THE PRELIMINARY PLANNING PHASE (PERSONNEL AND STAFF SELECTION, TRAINING AND CURRICULUM DEVELOPMENT, DEVELOPMENT OF ORGANIZATIONAL STRUCTURE) AND THE IMPLEMENTATION PHASE (COVERING EQUIPMENT, AND THE EMERGENCY OPERATIONS CENTER, ITS STAFF AND FUNCTIONS). THIS MANUAL ALSO OUTLINES ACTUAL PROCEDURES FOR THE PHYSICAL PROTECTION OF PUBLIC OFFICIALS. THE EXTENSIVE APPENDIX CONTAINS A PROFILE OF SUCCESSFUL AND WOULD-BE ASSASSINS, PERSONNEL SELECTION CRITERIA, COURSE SYLLABUS FOR PERSONNEL TRAINING, SECURITY CHECKLISTS AND SURVEYS, AND AN OUTLINE OF SECURITY DRIVING PROCEDURES.
