THIS STUDY PRESENTS SOME OF THE BASIC CHARACTERISTICS OF JUVENILE STATUS OFFENDERS, AND IS INTENDED TO AID CORRECTIONS PLANNERS IN PROVIDING THEM WITH ADEQUATE SERVICES.
Abstract
INFORMATION IS BASED ON THE CHARACTERISTICS OF THOSE OFFENDERS COMMITTED TO THE VIRGINIA STATE BOARD OF CORRECTIONS DURING THE FISCAL YEAR 1974-1975. SEVERAL DEFINITIONS OF STATUS OFFENDERS WERE FOUND, INCLUDING A CHILD WHO IS BEYOND PARENTAL CONTROL WITH NO HISTORY OF DELINQUENCY, A CHILD WHO IS BEYOND PARENTAL CONTROL AND WHO HAS A MINOR DELINQUENCY CHARGE, AND A CHILD WHO IS BEYOND PARENTAL CONTROL AND WHO HAS PREVIOUSLY BEEN ON PROBATION. OTHER DEFINITIONS INCLUDED A CHILD WHO HAS BEEN IN RESIDENTIAL CARE PLACEMENT AND IS BEYOND THE CONTROL OF THE SOCIAL AGENCY HOLDING HIS CUSTODY, AND A CHILD WHO IS BEYOND THE CONTROL OF HIS PARENTS AND HAS PREVIOUSLY BEEN COMMITTED TO THE STATE BOARD OF CORRECTIONS. CHARACTERISTICS FURTHER INDICATE THAT STATUS OFFENDERS INCLUDE CHILDREN WHO HAVE ALWAYS LIVED IN THEIR PARENTAL HOME AND WHO HAVE HAD NO MENTAL HEALTH, SPECIAL EDUCATION OR OTHER SPECIAL SERVICES AS WELL AS CHILDREN WHO HAVE LIVED IN VARIOUS HOMES AND INSTITUTIONS AND WHO HAVE HAD MULTIPLE MENTAL HEALTH, SPECIAL EDUCATION AND OTHER SPECIAL SERVICES. THESE CHARACTERISTICS INDICATE THAT A VARIETY OF SERVICES MUST BE MAINTAINED IN ORDER TO MEET THE NEED OF THE STATUS OFFENDERS. (AUTHOR ABSTRACT)
