FINAL EVALUATION OF THE CLEVELAND OFFENDER REHABILITATION PROJECT (CORP), WHICH SOUGHT TO REDUCE RECIDIVISM AMONG JUVENILE OFFENDERS BY DIVERSION FROM THE CRIMINAL JUSTICE SYSTEM INTO A TREATMENT AND REHABILITATION PROJECT.
Abstract
THIS FINAL EVALUATION CONSISTS OF A SUMMARY OF THE MARCH 1974 EVALUATION REPORT AUGMENTED WITH PROJECT DATA THROUGH MARCH 31, 1974 AND AN EVALUATION OF THE FINAL FUNDING PHASE, APRIL 1, 1974 THROUGH MARCH 1975 BASED UPON EXPANDED PROJECT OBJECTIVES FOR THAT PERIOD. DATA WERE EXTRACTED FROM CORP MONTHLY AND QUARTELY REPORTS, FINAL NARRATIVE REPORT, AND THE MONTHLY PERFORMANCE STATUS REPORTS. IT WAS FOUND THAT FOR ALL REPORTING PERIODS, CORP OBJECTIVES WERE EITHER MET OR SUCCEEDED, WITH A HIGH DEGREE OF SUCCESS AMONG CLIENTS, AND THAT PROJECT MANAGEMENT WAS COMPETENT. SUCCESS WAS ATTRIBUTED TO THE CLIENT SELECTION PROCESS AND THE FACT THAT THE PROJECT WAS FULLY OPERATIONAL WHEN IMPACT FUNDING BEGAN. A PERFORMANCE STATUS REPORT FORM IS APPENDED.
