THIS FINAL REPORT OF A STATEWIDE STUDY OF JUVENILE DETENTION CONTAINS THE PROJECT HISTORY, THE GENERAL FINDINGS AND RECOMMENDATIONS OF THE STEERING COMMITTEE, AND THE STAFF FINDINGS, SUPPORTIVE DATA, AND ANALYSIS.
Abstract
THE TWO-YEAR STUDY REPORTED IN THIS DOCUMENT INVOLVED A STATEWIDE SURVEY OF AGENCY RESOURCES AVAILABLE TO COPE WITH THE PROBLEMS ATTENDANT TO JUVENILE DETENTION. THE REPORT OPENS WITH A HISTORY OF THE WISCONSIN JUVENILE DETENTION STUDY AND A SUMMARY OF THE GENERAL FINDINGS. AN INTRODUCTION TO JUVENILE DETENTION IS THEN PRESENTED IN WHICH 'DETENTION' IS DEFINED, THE PURPOSE OF DETENTION IS EXAMINED, AND THE METHODOLOGY OF THIS RESEARCH IS OUTLINED. STUDY RESULTS ARE PRESENTED ON THE FOLLOWING MAJOR SUBJECT AREAS: FACILITIES AND PROGRAMS, THE COURT PROCESS AND DECISION-MAKING, WISCONSIN'S DETENTION POPULATION, DETENTION RATES, ATTITUDES REGARDING DETENTION, AND THE PROBLEMS AND ALTERNATIVES ASSOCIATED WITH DETENTION. SEVERAL DATA TABLES ARE INCLUDED. NUMEROUS PROBLEMS WERE FOUND IN THE USE OF DETENTION IN WISCONSIN, AND THE REPORT INCLUDES SEVERAL RECOMMENDATIONS FOR IMPROVEMENT OF THE DETENTION PROCESS.
