Abstract
AFTER AN OPENING NOTE THAT STRESSES THE NEED FOR BETTER CRIMINAL JUSTICE STATISTICS AT THE FEDERAL LEVEL AND OUTLINES A PARTIALLY IMPLEMENTED PLAN FOR A CENTRAL BUREAU OF CRIMINAL JUSTICE STATISTICS, CROSS ANALYSIS METHODS ARE EXAMINED, WITH ATTENTION TO THE PERFORMANCE OF VIRGINIA'S CRIMINAL JUSTICE SYSTEM, THE USE OF COST-BENEFIT ANALYSIS IN THE EVALUATION OF A MANPOWER SERVICE PROGRAM FOR EX-OFFENDERS, A CRITIQUE OF PROGRAM PLANNING, IMPACT ANALYSIS OF MANDATORY SENTENCING PROPOSALS FOR PENNSYLVANIA, STATE CRIMINAL JUSTICE INFORMATION SYSTEMS USER REQUIREMENTS, BASIC CONCEPTS OF OBTS (OFFENDER BASED TRANSACTION STATISTICS), AND A MASSACHUSETTS STUDY ON THE UTILITY OF SPECIAL CONDITIONS IN PROBATION CASES. RECENT CHANGES IN THE ROLE OF PROBABILITY OF IMPRISONMENT IN CONTROLLING STATE CRIME RATES, THE COSTS AND PERFORMANCE OF CRIMINAL JUSTICE IN LIGHT OF A STATISTICAL ANALYSIS OF MINNESOTA COUNTIES, AND INTERPRETATIONS OF RESULTS DERIVED FROM AGGREGATIVE DATA ARE CONSIDERED IN A DISCUSSION OF THE METHODOLOGY AND SYNTHESIS OF DATA COLLECTION AND USE, ALONG WITH A MODEL SYSTEM FOR WORLD CRIME STATISTICS, CRIME-COST RELATIONSHIPS, AND THE DISPLAY OF GEOGRAPHIC INFORMATION IN CRIME ANALYSIS. ELEMENTS OF THE CRIMINAL JUSTICE SYSTEM ARE IDENTIFIED AND DISCUSSED, WITH EMPHASIS ON THE RELIABILITY OF JUVENILE STATUS OFFENDER STATISTICS, SENTENCING GUIDELINES AND A STUDY OF SENTENCING IN INDICTED CASES IN NEW YORK STATE, VICTIM CRIME REPORTING AND A COMPARISON OF TEXAS CRIME TREND SURVEYS FOR 1975 AND 1976, RESTITUTION, AND INTERSTATE VARIATIONS OF CRIME INDEX PART 1 OFFENSE RATES BY COUNTY IN LEAA REGION 4. PAPERS ON THE USE OF THE CRIME SERIOUSNESS INDEX IN CALCULATING DETECTABLE CRIME PREDICTIONS, RESEARCH REGARDING THE RELATIONSHIP BETWEEN CRIME AND SOCIAL CONDITIONS, AN ANALYSIS OF A COMPREHENSIVE DATA SYSTEMS PROGRAM, AND THE SPLIT FORCE CONCEPT OF POLICE PATROL PRODUCTIVITY ARE APPENDED.
